From 2021, new unified salary policies applied to Vietnamese officials and public employees

This remains one of the notable contents in Resolution 27/NQ-TW on reforming wage policies for officials and public employees, armed forces, and laborers in enterprises issued on May 21, 2018.

To be specific, according to Section 2.2.(2).a Part II of Resolution 27/NQ-TW, for the public sector, from 2021, a new unified salary policy will be applied for officials and public employees, armed forces throughout the entire political system.

From 2021, there will be 05 new salary scales for officials and public employees, including:

- 01 position-based salary scale applied to officials and public employees holding leadership positions.

- 01 professional and professional title-based salary scale applied generally to officials and public employees who do not hold leadership titles.

- 03 salary scales for the armed forces, including:

+ 01 salary scale for military officers, police officers, and non-commissioned officers (based on position, title, and rank or grade).

+ 01 salary scale for professional soldiers, technical specialists in the police.

+ 01 salary scale for defense workers, police workers (maintaining salary parity for the armed forces compared to administrative officials as at present).

Among the above, in 2021, the lowest salary for officials and public employees will be equivalent to the lowest average wage levels across different regions of the enterprise sector. There will be periodic adjustments to increase salaries in line with the consumer price index, economic growth rate, and the state budget's capacity.

The objective by 2025 is for the lowest salary for officials and public employees to be higher than the lowest average wage levels across different regions of the enterprise sector, and by 2030, the lowest salary for officials and public employees to be equal to or higher than the highest regional minimum wage in the enterprise sector.
