From 2021, abolishment of statutory pay rate applied to officials and public employees

Currently, the salary structure of officials and public employees is designed based on the salary coefficient and the statutory pay rate. However, according to the spirit of Resolution 27/NQ-TW on reforming salary policies for officials and public employees, the armed forces, and workers in enterprises will undergo new changes.

In Section 3.1.c, Part II of Resolution 27-NQ/TW stipulates specific factors for constructing a new salary scale to be applied to officials and public employees and the armed forces (public sector). To be specific:

- Abolish the statutory pay rate and the current salary coefficient, and establish a basic salary rate as a specific amount in the new salary scale.

- Implement unified policies for labor contracts according to the provisions of the Labor Code (or service provision contracts) for those performing clerical and service tasks (requiring below-intermediate level training), and do not apply the salary scale for officials and public employees to these individuals.

- Determine the minimum salary of officials and public employees in the public sector is the salary of those performing tasks requiring intermediate-level training (level 1), which should not be lower than the minimum salary of trained workers in the enterprise sector.

- Expand the salary relations as a basis for determining specific salary rates in the salary scale system, gradually approaching the salary relations in the enterprise sector in line with the State’s resources.

- Improve policies for regular salary increases and early salary raises for officials and public employees and the armed forces in accordance with the provisions of the new salary scale.

Thus, in the near future, officials and public employees will receive a specific amount instead of the current salary coefficient. This regulation will officially be applied when there is a legal document specifying these matters.
