From 2021, 05 new salary scales apply to officials and public employees

This is the notable content stipulated in Resolution 27-NQ/TW on the reform of wage policies for officials and public employees, armed forces, and workers in enterprises.

Starting from 2021, there will be 05 new salary tables for officials and public employees. To be specific:

- 01 salary table for positions applied to officials and public employees holding leadership positions. Specifically:

+ The position salary must reflect the hierarchical order in the political system; holding a leadership position will be entitled to the salary for that position, if one person holds multiple positions, they will receive the highest position salary; equivalent leadership positions will receive the same position salary.

+ The position salary of higher-level leaders must be higher than that of lower-level leaders.

+ A single position salary is stipulated for each equivalent type of position; no categorization of ministries and central authorities, committees, and equivalent bodies at the central level when constructing the central position salary table; no differentiation in position salaries for the same leadership title according to administrative unit classification at the local level, instead implementing through allowance policies.

- 01 professional, operational salary table according to official grades and public employee professional titles applied generally to officials and public employees not holding leadership titles. Specifically, each official grade and public employee professional title has multiple salary levels according to the principles:

+ The same level of job complexity will have the same salary.

+ Higher-than-normal working conditions and professional incentives will be implemented through occupational allowance policies.

+ Rearrange the group of grades and the number of grades within the official grades and public employee professional titles, encouraging officials and public employees to improve their professional and operational qualifications.

+ Appointment to official grades or public employee professional titles must be linked to job positions and the structure of official grades and public employee professional titles managed by agencies, organizations, and units of officials and public employees.

- 03 salary tables for the armed forces, including:

+ 01 salary table for military officers, police officers, and non-commissioned officers (according to positions, titles, and military ranks or police ranks).

+ 01 salary table for professional military personnel and technical police specialists.

+ 01 salary table for national defense workers and police workers (maintaining the wage correlation of the armed forces compared to administrative officials as currently defined).
