From 2020, the Use of Vehicle Registration Copies is Permitted in Certain Cases

Complete new violation penalties for cars, motorcycles from January 1, 2020

In addition to significantly increasing penalties for traffic violations involving road vehicles, Decree 100/2019/ND-CP also supplements the case allowing vehicle operators to use certified copies of Vehicle Registration Certificates instead of the original in certain circumstances.

To be specific, according to the provisions in Clause 13, Article 80 of Decree 100/2019/ND-CP:

“13. Vehicle operators are allowed to use certified copies of Vehicle Registration Certificates (for road vehicles), certified copies of Railway Vehicle Registration Certificates (for railway vehicles) along with the original receipt from a credit institution that is still valid, to replace the original Vehicle Registration Certificates, Railway Vehicle Registration Certificates during the time the credit institution holds the original documents.”

Thus, according to this provision, from January 1, 2020, vehicle operators who do not have the original Vehicle Registration Certificates because they are being held by a credit institution can use certified copies of the Vehicle Registration Certificates along with the original receipt from the credit institution that is still valid to replace the originals when working with traffic police.

This is a new provision supplemented in Decree 100/2019/ND-CP because previously Decree 46/2016/ND-CP did not mention this case.

Furthermore, Decree 100/2019/ND-CP also allows authorities with sanctioning power to use information and images obtained from recording devices provided by individuals and organizations as a basis to verify and detect violations as specified in Decree 100/2019/ND-CP (The Minister of Public Security is responsible for providing detailed guidance on this procedure).
