This is one of the noteworthy contents in the Education Law 2019 and Circular 26/2018/TT-BGDDT, which stipulates professional standards for preschool teachers, replacing Decision 02/2008/QD-BGDDT.

To be specific, according to the provisions of Article 72 of the Education Law 2019, from January 01, 2020, preschool teachers must have a College degree in education or higher instead of a Secondary education diploma as it is currently.
At the same time, pursuant to Clause 1, Article 8 of Circular 26/2018/TT-BGDDT, from November 23, 2018, preschool teachers must be proficient in one foreign language, with priority given to English (or an ethnic language for ethnic minority areas). The specific standards for foreign language proficiency are as follows:
- Basic level: Able to use simple words and sentences in communication in a foreign language (priority given to English); or general communication in an ethnic language for ethnic minority areas.
- Intermediate level: Able to communicate simple information in a foreign language (priority given to English) related to activities of nurturing, caring, and educating children; or fluent communication in an ethnic language for ethnic minority areas.
- Advanced level: Able to write and present simple paragraphs on familiar topics in a foreign language (priority given to English) in professional activities regarding nurturing, caring, and educating children; or proficient use of an ethnic language for ethnic minority areas.
In addition, this Circular also requires that preschool teachers must be able to use basic information technology application software in the care, education of children, and group/class management to be assessed at the basic level. At the intermediate level, teachers must be able to develop some electronic lessons and use simple technological devices for activities related to nurturing, caring, and educating children. At the advanced level, teachers must be able to share and support colleagues to enhance their IT application capabilities in nurturing, caring, educating children, and group/class management.
