On December 30, 2019, the Government of Vietnam promulgated Decree 100/2019/ND-CP on administrative sanctions in the field of road and railway traffic.

Complete new penalty rates for cars and motorcycles from January 1, 2020
In addition to penalizing violations involving road traffic vehicles, this Decree also stipulates penalties for violations of road traffic rules.
To be specific, Clause 5 Article 11 Decree 100/2019/ND-CP stipulates a fine ranging from 300,000 VND to 500,000 VND for violations of road traffic participation rules by passengers in a car as follows:
“5. A fine ranging from 300,000 VND to 500,000 VND shall be imposed on passengers in a car who do not fasten seat belts (in locations equipped with seat belts) while the car is running."
Thus, according to this regulation, from January 1, 2020, anyone who is a passenger in a car and does not fasten the seat belt will be fined up to 500,000 VND.
Previously, Decree 46/2016/ND-CP only imposed a fine for not fastening the seat belt when sitting in a car up to 200,000 VND.
The penalty increase by 2.5 times for the same violation aims to raise the awareness of law compliance among traffic participants, thereby contributing to the reduction of unfortunate damage caused by non-compliance with road traffic regulations.
