1. To prioritize the implementation of social housing for Mobile Police in Vietnam

Specifically, according to Article 30 of the Mobile Police Law 2022, the responsibilities of the People's Councils and Provincial People's Committees for the Mobile Police are as follows:

- Coordinating with the Ministry of Public Security in planning a suitable land fund for the construction of army headquarters and training ground for the Mobile Police.

- Providing financial and material support for the operation of the Mobile Police in accordance with the local capacity and according to the provisions of the law on the state budget.

- Organizing propaganda, dissemination and education of the law on Mobile Police.

- Prioritizing the implementation of policies on social housing for Mobile Police officers and soldiers in accordance with law.

(Currently, it only stipulates that People's Committees at all levels must ensure and create conditions for the Mobile Police to perform their duties.)

2. Contents of state management of the Mobile Police in Vietnam

Article 28 of the Mobile Police Law 2022 stipulates the contents of state management for Mobile Police, including:

- Promulgating and submiting to competent authorities for promulgation and organize the implementation of strategies, policies and laws on Mobile Police.

- Organizing and directing the activities of the Mobile Police.

- Propagating, disseminating and educating the law on Mobile Police.

- Recruiting, training and fostering Mobile Police officers and soldiers.

- Implementing regimes and benefits for Mobile Police.

- Examining, inspecting and settling complaints and denunciations; preliminarily, summarizing, rewarding and handling law violations in the operation of the Mobile Police.

- International cooperation of Mobile Police.

3. Responsibilities and benefits of agencies, organizations and individuals supporting the Mobile Police in Vietnam

Pursuant to Article 32 of the Mobile Police Law 2022, responsibilities and policies for agencies, organizations and individuals participating in coordination, cooperation, support and assistance to the Mobile Police are prescribed as follows: :

- Promptly providing competent persons with information and documents related to the work of the Mobile Police.

- Complying with the decisions and requests of the Mobile Police as prescribed in Clause 6, Article 10 and Article 16 of the Mobile Police Law 2022.

- The State guarantees the lawful rights and interests of agencies, organizations, and individuals participating in coordination, cooperation, support, and assistance to the Mobile Police in performing their tasks and exercising their powers as prescribed by law and keeping information confidential when requested.

- Agencies, organizations, and individuals participating in coordination, cooperation, support, and assistance to the Mobile Police in performing their tasks and powers shall be commended and rewarded; property damage shall be compensated, honor and dignity damaged shall be restored; if a person suffers injury or damage to his/her health or life, he/she and his/her family are entitled to regimes and policies as prescribed by law.

4. Amendment to regulations on granting social housing for Mobile Police

Clause 3, Article 25 of the Law on Mobile Police 2022 stipulates that Mobile Police Officers will be provided with official residences.

Being granted official residence is one of the regimes and benefits for the Mobile Police.

(Currently, it is regulated that Mobile Police Officers who work for a stable and long-term position in independent military locations are provided with official residences.)

Law on Mobile Police 2022 takes effect from January 1, 2023.
