Four Types of Challenges in Collecting Geographic Data

The Ministry of Natural Resources and Environment issued Circular 02/2016/TT-BTNMT on February 29, 2016, specifically regulating the classification of difficulties in acquiring geographical data.

Classification difficulties in collecting geographical data at scales of 1:2000 and 1:5000 are stipulated in Circular 02, comprising:

- Type 1: Undeveloped urban areas, sparse geographical objects, uncomplicated network of roads and canals.- Type 2: Newly developed urban areas, relatively dense geographical objects interspersed with high-rise buildings, complex network of roads and canals.- Type 3: Developing urban areas, dense geographical objects, numerous high-rise buildings, complex and changing network of roads.- Type 4 (for scale 1:2000): Urban areas, cities, dense geographical objects, numerous high-rise buildings, multi-layered and rapidly changing network of roads.

Additionally, Circular 02 also stipulates that for the scale of 1:10,000, the classification of difficulties includes 03 types. To be specific:

- Type 1: Clear flatlands, easily accessible, few geographical objects, minimal changes, easy to judge; mountainous areas with developed main transportation network.- Type 2: Flatlands interspersed with small villages, complex distribution of canals; flatlands adjoining hilly areas with sparse vegetation, low hills with sparse village populations, uncomplicated hydrological and transportation systems, easily judged objects in photos and in the field; mountainous areas with difficult accessibility.- Type 3: Coastal flatlands; flatlands adjoining cities with dense vegetation; city areas, district-level towns; densely populated hilly areas, complex river systems, changing geographical objects, relatively complex judgment level.
