Four Conditions for Accelerated Salary Increases for Individuals with Scientific and Technological Achievements

Individuals appointed to scientific and technological titles in a public service provider with scientific and technological activities shall receive an advanced salary grade within the same title rank if they do not violate disciplinary regulations and meet one of the following conditions:

- Lead a national-level scientific and technological task that has been accepted and applied successfully, bringing socio-economic benefits;- Awarded a Medal of the State of Vietnam as per the Law on Emulation and Commendation;- Awarded the title of Labor Hero;- Awarded the title of National Emulation Fighter.

Decree 40/2014/ND-CP stipulates that individuals meeting this condition may receive an advanced salary grade not exceeding two salary grades within the same title rank and may not receive consecutive advanced salary increases twice in a row.

Ministers, Heads of ministerial-level agencies, agencies under the Government of Vietnam, and Chairmen of provincial People’s Committees shall decide on advanced salary grade raises for rank I and rank II scientific and technological titles. Heads of public service providers with scientific and technological activities shall decide on advanced salary grade raises for other ranks of scientific and technological titles according to the regulations on staff management decentralization.
