On May 15, 2014, the Ministry of Justice of Vietnam issued Circular 14/2014/TT-BTP on elaboration of Decree 59/2012/ND-CP on supervision of law enforcement.

Circular 14/2014/TT-BTP stipulates the forms of participation in the supervision of law enforcement by organizations and individuals in Vietnam as follows:
1. Socio-political organizations, social-professional organizations, and other social organizations participate in the supervision of law enforcement through the following forms:
- Sending documents or through the law enforcement situation section on the Portal or Website to reflect opinions of their own or their members on the law enforcement situation, recommending solutions to improve the effectiveness of law enforcement and perfecting the legal system to the competent state agencies;
- Appointing representatives to participate in the supervision of law enforcement at the request of competent state agencies;
- Acting as collaborators for the supervision of law enforcement as prescribed.
2. Individuals participate in the supervision of law enforcement through the following forms:
- Directly visiting the Citizen Reception Office of competent state agencies; sending opinions in writing or through mass media to reflect and provide information on the law enforcement situation;
- Acting as collaborators for the supervision of law enforcement as prescribed in Article 14 of this Circular.
