Forms of Organizing Emulation Movements in the Information and Communications Sector

On June 29, 2018, the Ministry of Information and Communications issued Circular 09/2018/TT-BTTTT providing guidance on emulation and commendation in the Information and Communications sector.

The organization of the emulation movement is carried out as follows:

- Regular emulation is organized and implemented throughout the work year, applied among individuals within a collective, collectives within the same agency or unit, or among agencies and units with similar functions, duties, and the nature of work.- Emulation according to periods is organized to achieve outstanding results in celebration of major holidays throughout the year or in response to urgent, focal, and specialized tasks that are complex and difficult, addressing the weaknesses in each specific stage and timeframe.- The organization of emulation movements and consideration for commendation according to periods, themes, or fields by the Minister of the Ministry of Information and Communications will have specific regulations for each emulation movement.- Do not present commendations at the national level: "Certificate of Merit from the Prime Minister of the Government of Vietnam”, "Medals" for collectives and individuals during interim or final review of the implementation of laws, ordinances, decrees, or for serving conferences, seminars, and forums.
