On October 14, 2024, the Minister of National Defense issued Circular 71/2024/TT-BQP providing regulations on military control and inspection of military vehicles engaged in road traffic.

According to Article 7 of Circular 71/2024/TT-BQP, the military vehicle inspection force is a system within the Army Motorization and Transport Sector, organized or assigned tasks by the Department of Motorization and Transport/General Department of Logistics-Engineering, extending to the Motorization and Transport Agency at division level and equivalent (excluding factories, hospitals, army corps, military enterprises):

(1) The Military Motor Safety Department under the Department of Motorization and Transport/General Department of Logistics-Engineering is the specialized agency responsible for directing, guiding, and inspecting the work of military vehicle inspection in agencies, units, and Military Vehicle Inspection Teams throughout the army.

(2) The Motorization and Transport Agency under the Department of Logistics-Engineering of military regions, military corps, and equivalent:

- Advises the leadership and commands of agencies and units with authority to issue decisions establishing Military Vehicle Inspection Teams and assign tasks to team leaders and members of the Military Vehicle Inspection Teams;

- Directly directs, inspects, and guides the technical work of military vehicle inspection for authorized Military Vehicle Inspection Teams.

(3) The Military Vehicle Inspection Team is established by decision of the command of agencies and units from division level and equivalent upwards, including:

- 01 team leader, who is an officer or professional serviceman with a technical specialization in vehicles-machinery from intermediate level upwards;

- 02 staff members:

+ 01 staff member who is a professional serviceman with a technical specialization in vehicles-machinery from primary level upwards;

+ 01 staff member who is a professional serviceman or a non-commissioned officer, soldier.

Functions and Duties of the Military Vehicle Inspection Force in Vietnam from January 1, 2025

Specifically, Article 8 of Circular 71/2024/TT-BQP stipulates the functions and duties of the military vehicle inspection force in Vietnam from January 1, 2025, as follows:

- Functions:

+ Assisting the commander in inspecting the management and use of military vehicles;

+ Inspecting the technical safety of military vehicles engaged in road traffic;

+ Inspecting the military decorum and conduct of military vehicle operators;

+ Ensuring compliance with the laws, regulations of the Ministry of National Defense regarding traffic order and safety;

+ Promptly detecting and preventing violations of traffic order and safety laws, military discipline, and other legal violations during the operation of military vehicles in road traffic.

- Duties:

+ Inspecting the technical safety of military vehicles; decorum and conduct of military personnel; compliance with legal regulations and Ministry of National Defense regulations on ensuring traffic order and safety; verifying the legal status of military vehicles and operators involved in road traffic;

+ Cooperating with military control forces: inspecting military vehicles; overseeing the conduct and decorum of military vehicle operators engaged in road traffic according to plans; cooperating with police forces and other functional forces involved in road traffic management when assigned tasks; guiding and ensuring traffic safety for mobile military vehicle convoys accomplishing tasks; guiding and ensuring safety for international delegations when tasked by authority;

+ Summarizing, researching, and analyzing causes of traffic order violations, traffic accidents; proposing solutions and measures for preventing traffic order violations and accidents; managing, recording, and maintaining files on traffic order violations and accidents within the Ministry of National Defense and providing statistics to related agencies and units; compiling reports to the command of agencies, units, and superior technical agencies as per regulations;

+ Periodically, the Department of Motorization and Transport/General Department of Logistics-Engineering, Military Region Motorization and Transport Agency work with the Traffic Police Department and local traffic police agencies in stationed areas to grasp the traffic order and safety situation, and road traffic order violations by individuals and military vehicles under the management of the Ministry of National Defense;

+ Participating in assessing traffic accidents involving individuals and military vehicles under the Ministry of National Defense's management upon request from functional agencies; guiding the resolution of traffic accidents, liability insurance claims and damages caused by traffic accidents for insured military vehicles and personnel under mandatory civil liability and military vehicle physical insurance policies according to the hierarchy.
