Forms of Maintenance for Water Infrastructure Assets

Decree 129 prescribes 02 forms of maintenance. To be specific:

Firstly, maintenance according to performance quality

- Maintenance according to performance quality involves the State contracting enterprises to carry out maintenance activities based on predetermined quality standards within a specified period and an agreed amount of money as stipulated in the Economic Contract;- Maintenance according to performance quality applies to regular maintenance activities of irrigation infrastructure assets;- The agency entrusted with asset management is responsible for specifically determining the unit price for regular maintenance of each irrigation infrastructure asset within their management scope; submitting to the competent authority for approval. In case of organizing a bidding process to select an enterprise to perform maintenance, this price is the bid price;- The Ministry of Agriculture and Rural Development stipulates the criteria for monitoring and accepting the results of regular maintenance of irrigation infrastructure assets based on performance quality.

Secondly, maintenance according to actual volume

- Maintenance according to the actual volume of irrigation infrastructure assets means the State assigns enterprises to perform maintenance of irrigation infrastructure assets and makes payment to the enterprise based on the actual volume of work performed;- Maintenance according to the actual volume applies to periodic and unexpected repair activities.
