On September 26, 2024, the State Auditor General issued Decision 1659/QD-KTNN on the Regulation on the implementation of democracy in the operations of the State Audit Office of Vietnam.

1. Forms of information disclosure on the implementation of democracy in agencies and units in the operations of the State Audit Office of Vietnam

According to the provisions of Article 9 of the Regulation issued together with Decision 1659/QD-KTNN in 2024, the forms of publicizing information on the implementation of democracy in agencies and units in the operations of the State Audit Office of Vietnam include:

- Posting information;

- Notification through the Document Management Software system, email, or posting on the State Audit Office’s electronic information portal;

- Announcing at officials and public employees, laborers’ conferences of the agency or unit;

- Written notice to all officials and public employees, laborers at the agency or unit;

- Through heads of departments in the agency or unit to notify officials and public employees, laborers;

- Written notice to the Party organization, the Executive Committee of the Trade Union of the agency or unit to notify officials and public employees, laborers at the agency or unit;

- Other forms as prescribed by law.

In addition, the information specified in Article 8 of the Regulation issued together with Decision 1659/QD-KTNN in 2024 must be publicized no later than 5 working days from the date of issuance of the decision or document of the competent authority unless otherwise prescribed by law.

2. Measures to ensure the implementation of democracy at the grassroots level in Vietnam

The specific measures to ensure the implementation of democracy at the grassroots level are prescribed in Article 8 of the Law on the Implementation of Democracy at the Grassroots Level 2022 include:

- Enhancing professional and operational capacity for those assigned the task of organizing the implementation of the law on the implementation of democracy at the grassroots level.

- Strengthening information work, propaganda, dissemination, and legal education on the implementation of democracy at the grassroots level; raising community awareness about ensuring the implementation of democracy at the grassroots level.

- Enhancing the responsibility of agencies, units, organizations, and the exemplary role of leaders, managers, party members, officials and public employees, and non-specialized activists at the commune level, in villages, and residential groups in the implementation and assurance of grassroots democracy; using the level of grassroots democracy implementation by local governments at the commune level, agencies, units, and organizations as a basis to evaluate performance results.

- Timely commendation and reward to exemplary individuals with significant achievements in promoting and organizing good grassroots democracy; detecting and strictly handling agencies, units, organizations, and individuals violating the law on the implementation of grassroots democracy.

- Supporting and encouraging the application of information technology, science-technology, equipping technical means, and ensuring other necessary conditions for the organization of grassroots democracy aligned with the advancement of e-government, digital government, and digital society.
