Forms of Emulation and Commendation Organization in the Natural Resources and Environment Sector

Recently, the Ministry of Natural Resources and Environment issued Circular 21/2018/TT-BTNMT regulating the emulation and commendation work of the natural resources and environment sector.

The emulation and commendation activities in the natural resources and environment sector are organized in two forms: Regular emulation and thematic emulation (or on a periodic basis). Specifically, this is stipulated in Article 7 of Circular 21/2018/TT-BTNMT as follows:

- Regular emulation is the form of emulation based on the functions and tasks assigned to individuals or collectives to organize and motivate the performance of daily, monthly, quarterly, and annual tasks of the agency or unit. The target group for regular emulation includes individuals within a collective, collectives within the same agency, organization, unit, or between units in the same Emulation Block, Cluster, or across the entire sector. The organization of regular emulation movements must clearly define the purpose, requirements, objectives, and specific targets at the unit or according to the Emulation Block, Cluster to launch the emulation movement and sign the emulation agreements. At the end of the work year, the head of the unit, Emulation Blocks, Clusters conduct a summary, review, and recommend emulation titles and commendation forms as prescribed.- Thematic emulation (or periodic) is the form of emulation aimed at accomplishing key tasks identified within a specified time frame or organizing emulation to strive for the completion of urgent, unexpected tasks of the unit. Agencies, organizations, and units only launch thematic (or periodic) emulation when they have clearly defined the purpose, requirements, targets, content, and timeframe.

This Circular regulates that at the end of the emulation movement organization period within the sector’s scope, units, Emulation Blocks, Clusters conduct a summary, review, and recommend emulation titles and commendation forms under their authority. In cases of organization on a national scale, for preliminary summaries or final summaries of movements from 3 years or more, the Ministry of Natural Resources and Environment selects individuals and collectives with outstanding achievements to recommend the Prime Minister of Vietnam award Certificates of Merit; for 5 years or more, the Ministry of Natural Resources and Environment selects individuals and collectives with exceptional achievements to recommend the President of Vietnam award the “Third-class Labor Order”. When organizing emulation movements within the sector’s scope that last 3 years or more, the Ministry of Natural Resources and Environment sends the emulation movement organization plan to the Central Emulation and Commendation Board for compilation and guidance on reward consideration.

Regarding the content of organizing emulation movements in the natural resources and environment sector, implementation is carried out according to the regulations in Article 5 of Decree 91/2017/ND-CP dated July 31, 2017, of the Government of Vietnam detailing the implementation of some articles of the Law on Emulation and Commendation.
