Forms of Communication and Education on Community Reintegration for Inmates

This is one of the noteworthy contents in Decree 49/2020/ND-CP providing guidance on the Law on Execution of Criminal Judgments regarding community reintegration.

According to Decree 49/2020/ND-CP, the provisions on information, communication, and education about community reintegration aim to orient and encourage the social community to participate in educating, assisting, and eliminating prejudice, stigma, and discrimination against those who have served their prison terms; to raise awareness and compliance with the law, and to prevent recidivism and law violations by those who have completed their prison sentences.

The Decree specifies the forms of information, communication, and education on community reintegration, which include:

- Through mass media, local information systems, the internet, electronic information pages, and portals of relevant agencies and organizations;- Issuing publications and propaganda materials;- Through thematic talks, community activities, counseling, and individual education by speakers, propagandists, authorities, local departments, and mass organizations;- Through various forms of traditional culture, folk culture, literary and artistic creation;- Other forms of information, communication, and education.

Regarding the content of information, communication, and education on community reintegration, it must include the following elements:

- Policies, guidelines, and laws of the Communist Party and the State on community reintegration for those who have served their prison terms;- Rights and obligations of citizens, and rights and obligations of those who have completed their prison sentences as stipulated in legal normative documents;- Measures, good experiences, models, and exemplary practices in managing, educating, assisting, and striving to eliminate prejudice, stigma, and discrimination against those who have completed their prison terms;- Positive factors participating in implementing measures ensuring community reintegration and exemplary rehabilitated and progressive individuals;- Other related contents concerning ensuring community reintegration for those who have served their prison terms.
