Circular 05/2018/TT-BCA on the regulations for collecting documents, preparing dossiers for proposals to apply administrative handling measures for compulsory detoxification centers was issued on February 07, 2018. Notably, the content of the forms used in the preparation of proposals to apply administrative handling measures for compulsory detoxification centers is highlighted.
To be specific, according to the provisions of Article 10 of Circular 05/2018/TT-BCA, attached to this Circular are the following forms for use in the collection of documents and the compilation of dossiers for proposing the application of administrative handling measures to put individuals into compulsory detoxification centers:
- Summary profile of the person proposed to be subject to administrative handling measures to be put into compulsory detoxification centers (Form No. 01);- Verification request form (Form No. 02);- Verification result response form (Form No. 03);- Report form (Form No. 04);- Notification on the compilation of dossiers proposing the application of administrative handling measures to put into compulsory detoxification centers (Form No. 05);- Record of dossier reading (Form No. 06);- Document proposing verification of the legality of the dossier proposing the application of administrative handling measures to put into compulsory detoxification centers (Form No. 07).
This Circular also specifies the printing and management of forms as follows:
- Local police departments organize the printing of the above-mentioned forms;- The management of forms is carried out according to operational dossier policies.- The printing costs of the forms are deducted from the regular expenditure funds allocated by the Ministry of Public Security to local police departments. Annually, provincial and city police departments under the Central government prepare estimates of the number of forms to be printed and the cost of printing forms, and send their estimates to the Finance Department for compilation and submission to the leadership of the Ministry for review and decision.
