Recently, Circular 03/2013/TT-TTCP was issued concerning the resolution of complaints, denunciations and stipulating reporting policies for the inspection work, resolution of complaints, denunciations, and prevention of corruption.
According to the provisions of Circular 03/2013/TT-TTCP, the inspection work report, complaint resolution, denunciation, and anti-corruption must be presented in writing, signed by the Head of the agency, organization, or unit, stamped according to regulations, and sent with an attached electronic file. In case the Head of the state management agency authorizes the Head of the inspection agency to sign the report, they must sign on behalf of the authorizing Head of the same level state management agency and stamp it with the same level state management agency's seal.

The inspection work report, complaint resolution, denunciation, and anti-corruption is sent to the recipient by one of the methods of postal delivery or direct delivery.
Note, in necessary cases, to obtain data promptly, immediately after signing and issuing, the report should be sent via email or fax as required by competent authorities. The email must use the mailbox provided by the Government Inspectorate of Vietnam (xxx@thanhtra.gov.vn), then send the original to the Government Inspectorate of Vietnam for tracking and management.
The Office of the Government Inspectorate of Vietnam receives and processes reports submitted to the Government Inspectorate of Vietnam in accordance with the policies on document and dossier management. Reproduction is carried out upon request of the competent agency or individual.
