Below are the regulations regarding the form, content, and procedures for driver license examination in Vietnam from January 1, 2025.

On November 15, 2024, the Minister of Transport of Vietnam issued Circular 35/2024/TT-BGTVT regarding training, examination, issuance of driver licenses; issuance, use of international driver licenses; training, examination, and issuance of certificates for road traffic law knowledge training.

Form, content, and procedures for driver license examination in Vietnam from January 1, 2025​

According to Article 17 of Circular 35/2024/TT-BGTVT, the form, content, and procedure for driver license examination are prescribed as follows:

(1) Theoretical Examination

- The theoretical examination consists of questions relating to the legal provisions on road traffic order, road traffic safety, driving techniques; contents related particularly to the structure and regular maintenance (for category B1 driver licenses and for automobile driver licenses from category B and above); driver ethics, traffic culture, and prevention of alcohol, beer impact while participating in traffic, fire prevention, firefighting, rescue, and salvage skills (for automobile driver licenses from category B and above).

Candidates testing for a category A1 Driver License holding a valid automobile driver license issued by the Ministry of Transport are exempted from the theoretical examination;

- The theoretical examination is conducted on the computer.

(2) Practical Driving Examination within a course

- For categories A1, A:

The examination is conducted using an automatic scoring device.

The candidate must operate a motorcycle through four examinations: following the figure-eight pattern, passing the straight line, crossing marked lines, and uneven roads;

- For category B1:

The examination is conducted using direct scoring. The candidate must drive the vehicle forward through a Z-shaped path and reverse in the opposite direction;

- For categories B, C1, C, D1, D2, D:

The examination is conducted using an automatic scoring device; there are no examiners sitting in the test vehicle.

The candidate must correctly follow the sequence and drive the vehicle through pre-arranged test segments at the driving examination center including: starting, stopping to yield to pedestrians, stopping and starting on an incline, passing wheel-track paths and tight curves, passing an intersection with traffic lights, navigating winding roads, parking (categories B and C1 park parallel; categories B, C, D1, D2, and D park perpendicular), temporarily stopping at a rail crossing, handling emergency situations, shifting gears on level roads, and concluding;

- For categories BE, D1E, D2E, DE:

The examination is conducted using direct scoring. The candidate drives through an examination with a figure with five standard posts and circles back;

- For categories C1E, CE:

The examination is conducted using direct scoring. The candidate drives through two examinations: moving forward through a figure with five standard posts and circles back; parallel parking at a designated spot.

(3) On-road Practical Driving Examination

- For categories B, C1, C, D1, D2, D:

The examination is conducted using an automatic scoring device, with one examiner sitting in the test vehicle. The candidate operates the test automobile, handles situations on the road, and follows the commands of the examiner;

- For categories BE, C1E, CE, D1E, D2E, DE:

The examination is conducted using direct scoring, with one examiner sitting in the test vehicle.

(4) Automobile Driving Examination using Simulated Traffic Situations Software for categories B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE: Candidates recognize the moments at risk of traffic accidents by observing the simulated situations appearing on the computer.

(5) Driver icense Examination Procedure

- Categories A1 and A are conducted according to the regulations in Appendix XIII issued with Circular 35/2024/TT-BGTVT;

- Category B1 is conducted according to the regulations in Appendix XIV issued with Circular 35/2024/TT-BGTVT;

- Categories B, C1, C, D1, D2, D are conducted according to the regulations in Appendix XV issued with Circular 35/2024/TT-BGTVT;

- Categories BE, D1E, D2E, DE are conducted according to the regulations in Appendix XVI issued with Circular 35/2024/TT-BGTVT;

- Categories C1E, CE are conducted according to the regulations in Appendix XVII issued with Circular 35/2024/TT-BGTVT.
