Removing foreign language and computer science certificates for enforcement officers and enforcement inspectors from March 16, 2023, is the content of Circular 10/2023/TT-BQP amending Circular 19/2018/TT-BQP regulating the titles of officials in the Military Execution Sector.

Clause 2, Article 1 of Circular 10/2023/TT-BQP amends the standards for enforcement officers in Article 9 of Circular 19/2018/TT-BQP as follows:
- Standards for Junior Executor:
+ Meet the standards as prescribed in Clause 5, Article 18 of the Law on Civil Judgment Enforcement and Article 4 of Circular 19/2018/TT-BQP;
+ Possess a certificate of training in state management knowledge and civil judgment enforcement operations according to the content and program of the Ministry of Justice.
- Standards for Intermediate Executor:
+ Meet the standards as prescribed in Clause 5, Article 18 of the Law on Civil Judgment Enforcement and Article 4 of Circular 19/2018/TT-BQP;
+ Possess a certificate of training in advanced state management knowledge and civil judgment enforcement operations according to the content and program of the Ministry of Justice.
- Standards for Senior Executor:
+ Meet the standards as prescribed in Clause 5, Article 18 of the Law on Civil Judgment Enforcement and Article 4 of Circular 19/2018/TT-BQP;
+ Hold a senior-level political theory diploma or an advanced political theory - administrative diploma or Bachelor of Politics or have a certificate of equivalent senior-level political theory as prescribed;
+ Possess a certificate of training in senior state management knowledge and civil judgment enforcement operations according to the content and program of the Ministry of Justice.
Thus, compared to Circular 19/2018/TT-BQP, Circular 10/2023/TT-BQP has abolished the standard for foreign language and computer certificates for enforcement officers from March 16, 2023.
2. Waiver of foreign language and computer certificates for enforcement inspectors from March 16, 2023
Clause 4, Article 1 of Circular 10/2023/TT-BQP amends the standards for enforcement inspectors in Article 12 of Circular 19/2018/TT-BQP as follows:
- Standards for Inspector:
+ An active-duty officer, professional soldier meeting the standards as prescribed in Article 4 of Circular 19/2018/TT-BQP;
+ Hold a bachelor’s degree in law or higher;
+ Have at least 03 years (36 months) of working experience in the legal field;
+ Possess a certificate of training in state management knowledge and civil judgment enforcement operations according to the content and program of the Ministry of Justice.
- Standards for Senior Inspector:
+ An active-duty officer meeting the standards as prescribed in Article 4 of Circular 19/2018/TT-BQP;
+ Have at least 09 years of working experience as an inspector or equivalent, including at least 01 year (12 months) of working as an inspector up to the date of appointment recommendation;
+ Possess a certificate of training in advanced state management knowledge and civil judgment enforcement operations according to the content and program of the Ministry of Justice.
- Standards for Principal Inspector:
+ An active-duty officer meeting the standards as prescribed in Article 4 of Circular 19/2018/TT-BQP;
+ Have at least 06 years of working experience as a senior inspector or equivalent (72 months), including at least 01 year (12 months) of working as a senior inspector up to the date of appointment recommendation;
+ Hold a senior-level political theory diploma or an advanced political theory - administrative diploma or Bachelor of Politics or have a certificate of equivalent senior-level political theory as prescribed;
+ Possess a certificate of training in senior state management knowledge and civil judgment enforcement operations according to the content and program of the Ministry of Justice.
- In cases where officers from the Procuracy, Courts, Investigation, Legal Affairs, Inspection, Coast Guard, Border Guard, Military Security Protection, Military Region-level Judgment Execution Department are transferred to the Department of Judgment Execution, Ministry of National Defense to be appointed as Department Director, Deputy Director of the Department of Judgment Execution; Division Head, Deputy Division Head of the Department of Judgment Execution, they will be considered for appointment to the position of inspector equivalent to the grade they are currently holding as prescribed by law.
Thus, compared to Circular 19/2018/TT-BQP, Circular 10/2023/TT-BQP has abolished the standard for foreign language and computer certificates for enforcement inspectors from March 16, 2023.
