On April 22, 2024, the Minister of Public Security (Hanoi, Vietnam) issued Circular 14/2024/TT-BCA (effective from July 1, 2024), detailing a number of provisions of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023.

Forces participating in the protection of security and order at the grassroots level in Vietnam will be equipped with batons and anti-stab vests

According to Article 8 of Circular 14/2024/TT-BCA, the Ministry of Public Security provides the following regulations on equipping support tools for forces participating in the protection of security and order at the grassroots level:

- The Ministry of Public Security (Hanoi, Vietnam) shall equip support tools for the forces participating in the protection of security and order at the grassroots level with central budget assurance as stipulated in Clause 1, Article 25 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023. Specifically:

- Annually, the commune police consolidate the quantity and type of support tools required for the forces participating in the protection of security and order at the grassroots level and send this to the district police for consolidation. The district police then forward this to the provincial police to estimate the budget, which is then submitted to the Department of Planning and Finance for appraisal, consolidation, and reporting to the Minister of Public Security for review and decision-making.

- Based on the number and type of support tools equipped as prescribed, the commune police organize the management of the support tools equipped in accordance with the law on the management and use of public assets, related legal provisions, and consider and decide the type and number of support tools equipped for each member of the Security and Order Protection Team, as well as the type and number of common support tools used by the team in performing their duties.

Means, and equipment for forces participating in the protection of security and order at the grassroots level in Vietnam

Equipping means, and equipment for forces participating in the protection of security and order at the grassroots level is stipulated in Article 4 of Decree 40/2024/ND-CP (effective from July 1, 2024) as follows:

- List, standards, shelf life:

In addition to the list of means and equipment stipulated in Decree 40/2024/ND-CP, based on the local characteristics and requirements of ensuring security and order, additional necessary means and equipment may be provided to directly serve the execution of duties of the forces participating in the protection of security and order at the grassroots level.

- Planning the equipment, procurement of means, and equipment for the forces participating in the protection of security and order at the grassroots level:

+ In case the Ministry of Public Security equips the means and equipment for the forces participating in the protection of security and order at the grassroots level with the central budget assurance as stipulated in Clause 1, Article 25 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023: Annually, the commune police consolidate the needs for means and equipment to be provided for the forces participating in the protection of security and order at the grassroots level and send this to the district police, which reports to the provincial police for consolidation, estimates the budget and reports to the Ministry of Public Security for review and decision on procurement, equipping in line with the state budget allocated to the Ministry of Public Security;

+ In case the local budget supports funding for procurement of means and equipment for the forces participating in the protection of security and order at the grassroots level as stipulated in point a Clause 1 Article 26 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023: Based on the list of means and equipment stipulated above, the commune police consolidate the needs for means and equipment, send it to the People's Committee of the same level, which reports to the People's Committee of the district level for consolidation and report to the People's Committee of the provincial level, which plans to support the procurement of means and equipment for the forces participating in the protection of security and order at the grassroots level as prescribed, in line with the local budget capacity.

- The People's Committee of the commune level organizes the management of the means and equipment provided as prescribed by the law on the management and usage of public assets and decides the type and number of means and equipment equipped for each member's use and for the Security and Order Protection Team's use in common, as per the commune police's proposal.
