On November 9, 2020, the Government of Vietnam issued Decree 133/2020/ND-CP detailing the implementation of certain provisions of the Law on Criminal Judgment Execution.

According to Article 28 of Decree No. 133/2020/ND-CP, reformatory school students are guaranteed by the State, with the following monthly standard ration:
- 17 kg of regular rice;
- 1.2 kg of pork;
- 1.2 kg of fish;
- 0.5 kg of sugar;
- 0.75 liters of fish sauce;
- 0.1 kg of monosodium glutamate;
- 0.5 kg of salt;
- 15 kg of fresh vegetables;
- 0.2 liters of cooking oil;
- Other spices equivalent to 0.5 kg of regular rice;
- Fuel equivalent to 17 kg of firewood or 15 kg of coal.
Food, foodstuff, and fuel must ensure quality and average price according to local market prices. The diet during holidays and Tet is implemented according to the law and Clause 1, Article 149 of the Law on Execution of Criminal Judgments of 2019. The principal of the reformatory school may adjust the above ration quantities to fit the reality, ensuring students consume the full ration. The principal decides on the diet policies for sick or ill students based on the suggestion of the medical staff, but the total ration must not exceed twice the standard daily diet.
In addition, reformatory school students are also guaranteed the following annual clothing policies and personal items:
- 02 sets of long clothes;
- 01 set of long uniform;
- 02 sets of underwear;
- 02 pairs of plastic sandals;
- 01 nylon raincoat;
- 01 hard hat;
- 01 fabric hat;
- 03 towels;
- 03 toothbrushes;
- 02 individual mats;
- 800 g of toothpaste;- 3.6 kg of soap;
- 800 ml of shampoo.
Students entering reformatory school are provided with 01 mosquito net and 01 fiber blanket. From Thua Thien-Hue to the North and the 05 Central Highlands provinces, each student receives an additional 01 warm coat, 02 pairs of socks, and 01 woolen hat, and 01 cotton blanket not exceeding 02 kg in weight for use over 02 years. For students serving more than 12 months, they are provided twice (excluding the cotton blanket). Students are allowed to bring essential personal items to use according to the regulations of the Ministry of Public Security. Female students are provided with essential sanitary items equivalent to 03 kg of regular rice per student per month.
