On June 10, 2024, the Prime Minister issued Official Telegram 57/CD-TTg on focusing on overcoming the consequences of floods and proactively responding to natural disasters in the mountainous and northern midland provinces of Vietnam.
Specifically, according to the forecast of the National Hydro-Meteorological Forecasting Center, in the coming days (from June 14-17), the mountainous and northern midland regions will continue to experience heavy rainfall, including the possibility of localized heavy rainfall with intensities ranging from 100-150mm/24 hours. There is a high risk of flash floods, landslides, and local flooding in low-lying areas and urban areas. The rivers in the Thao, Da, and Lo basins are likely to experience a flood. The Prime Minister requests:
- The National Steering Committee for Disaster Prevention and Control, the National Committee for Incident Response, Disaster, and Search and Rescue, and the Ministers, Chairpersons of the People's Committees of the provinces to not neglect their responsibilities and must focus on leading and directing the quickest recovery from the recent floods, promptly stabilizing the lives of the people, and proactively implementing disaster response measures as directed by the Prime Minister in Official Telegram 732/CD-TTg on August 8, 2023, especially Directive 11/CT-TTg on April 1, 2024.
- The Chairperson of the People's Committee of Ha Giang Province and the provinces, centrally-run cities in the mountainous and northern midland regions to:
+ Mobilize forces to search for missing persons, provide medical treatment for the injured, organize visits, encourage, and provide timely support to affected families, especially policy beneficiary families, families who lost their homes, single-parent families, poor households, and those facing difficulties.
+ Closely monitor the development of floods and proactively direct and implement timely and effective response measures to ensure the safety of people's lives. Continue to review, relocate, and evacuate residents from high-risk areas, especially those prone to flash floods, landslides, and deep flooding. Arrange forces to strictly control the movement of people and vehicles through overflowing underground areas, deep flood areas, fast-flowing water areas, and landslide-prone areas, and not allow people and vehicles to pass if safety is not ensured.
+ Mobilize support forces to quickly overcome the consequences of floods, restore production, and stabilize lives after the disaster.
- The Ministry of Natural Resources and Environment to organize forecasting and warning of floods, landslides, and flash floods and provide sufficient and timely information for relevant agencies in accordance with regulations to serve directives, timely responses, and effective coordination.
- The Ministry of Transport is to direct and guide traffic organization and ensure traffic safety in the affected areas by floods, promptly resolve incidents, and ensure smooth traffic flow, especially on major transportation routes.
- The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, according to their assigned functions and tasks, to closely coordinate with local authorities to direct Vietnam Electricity and relevant agencies to implement the work of ensuring the safety of reservoirs and operate according to the approved procedures to prevent artificial floods and flash floods caused by the reservoirs.
- The National Committee for Incident Response, Disaster and Search and Rescue and the Ministry of Defense, Ministry of Public Security to proactively direct and support localities in carrying out response, search, and rescue tasks, ensuring timely and effective actions when required.
- The National Steering Committee for Disaster Prevention and Control to closely monitor the situation of natural disasters, proactively direct and organize inspection teams, and urge and support localities in preventing, combating, and overcoming the consequences of floods.
