The following article discusses the contents of the National Plan for the management and elimination of ozone-depleting substances in Vietnam as stipulated in Decision No. 3857/QD-BNN-KHCN in 2024.

On November 11, 2024, the Minister of Agriculture and Rural Development of Vietnam issued Decision 3857/QD-BNN-KHCN regarding the Plan for implementing Decision 496/QD-TTg on the National Plan on management and elimination of ozone-depleting substances, greenhouse gases under control.

According to the provisions stipulated in Section II of the Plan issued with Decision 3857/QD-BNN-KHCN in 2024, the contents in the National Plan on management and elimination of ozone-depleting substances, greenhouse gases under control include:

- Strict control and monitoring of the import and use of Methyl bromide, which is only used for disinfection and quarantine of export goods.

- Leading research on the use of technologies, plant quarantine treatment methods, or climate-friendly chemicals to eventually replace Methyl bromide in disinfection and quarantine of export goods.

- Leading research and implementation of technology conversion devoid of Hydro-Chloro-Fluoro-Carbon (HCFC), Hydro-Fluoro-Carbon (HFC) in seafood processing and preservation.

- Leading the review and developing plans to establish cold storage facilities and refrigeration systems utilizing low Global Warming Potential (GWP) refrigerants and high energy efficiency; researching and deploying energy-saving cold preservation technologies in post-harvest supply chain infrastructure.

- Coordinating with relevant Ministries and sectors in proposing management regulations and policy support for technology conversion to phase out or reduce the use of controlled ozone-depleting substances and greenhouse gases.

Additionally, the Appendix issued along with Decision 3857/QD-BNN-KHCN in 2024 provides detailed regulations on the contents of the National Plan on management and elimination of ozone-depleting substances as follows:
