On February 20, 2020, the Minister of Public Security issued Circular 18/2020/TT-BCA regulating the implementation of democracy in the work of fire prevention, firefighting, and rescue of the People's Public Security force.
According to Circular 18/2020/TT-BCA, in the work of fire prevention, firefighting, and rescue operations of the People's Public Security forces, officers and soldiers shall give comments, supervise, and inspect the following contents:

- Action programs to implement resolutions of the Communist Party, laws of the State, and regulations of the Ministry of Public Security related to the organization and activities of the Fire and Rescue Police and Public Security units performing fire prevention, firefighting, and rescue operations;
- Policies and measures for administrative reform;
- Work plans; plans for repair, procurement, and use of fire prevention, firefighting, and rescue equipment;
- Regulations and provisions for implementing policies related to the rights and interests of officers and soldiers;
- Measures to prevent accidents and injuries when performing fire prevention, firefighting, and rescue operations;
- Procedures and administrative measures to prevent bureaucracy, inconvenience, and harassment, as well as measures to practice thrift, prevent waste, and combat corruption in fire prevention, firefighting, and rescue operations;
- Action programs to implement emulation movements, evaluate emulation titles, commend, review monthly, quarterly work results, report on 6-month interim reviews and annual work summaries;
- Resolution of complaints and denunciations of officers and soldiers against unit leaders, and complaints and denunciations of citizens against units and individual officers and soldiers;
- Other contents deemed necessary by the unit heads to seek the opinion of officers and soldiers.
Officers and soldiers can choose one or more of the following forms to give comments, supervise, and inspect: Providing direct comments to unit leaders; Through unit meetings; Through the unit’s suggestion box; Through the internal computer network (if any); The Party committee and mass organizations gather opinions from party members, members of unions, and associations; Sending draft documents for officers and soldiers to comment on.
