Currently, the posting of advertisement boards accompanied by contact phone numbers on electricity poles, walls, trees, etc., is very common, especially by black credit organizations. These organizations often post advertisements and classified ads in public places such as markets, parks, etc. According to Decree 15/2020/ND-CP, the aforementioned advertising act is against the law.

To be specific, Article 94 of Decree 15 on violations of regulations related to emails and messages providing information about products and services stipulates as follows:
- A fine of VND 1,000,000 to VND 2,000,000 for the act of providing contact phone numbers in advertisements, classified ads that are hung, placed, pasted, or painted on utility poles, streetlight posts, traffic signal poles, walls, trees, and public places.
- A fine of VND 5,000,000 to VND 10,000,000 for sending advertisement emails or advertisement messages to recipients without their consent.
- A fine of VND 20,000,000 to VND 30,000,000 for failing to provide a free mechanism for users to report and process spam emails.
- A fine of VND 60,000,000 to VND 80,000,000 for sending or spreading spam emails, spam messages, or malware.
- A fine of VND 80,000,000 to VND 100,000,000 for advertising via email or message or providing messaging services over the Internet without a system to receive and process recipients' rejection requests.
Thus, with the above regulations, citizens who find advertisements, especially those of black credit organizations such as quick loans, instant loans, etc., on utility poles, walls, trees, and public places with phone numbers attached should contact the authorities to handle the situation. This will help eradicate the black credit phenomenon, which has caused many concerns recently.
