Financial Support for Livestock Owners in Livestock and Poultry Disease Prevention and Control

Recently, the Ministry of Finance has issued Circular 80/2008/TT-BTC guiding financial policies for the prevention and control of livestock and poultry epidemics.

Circular 80/2008/TT-BTC stipulates on support funding for livestock owners in disease prevention of cattle and poultry as follows:

- Households, individuals, farms, cooperatives, and livestock facilities of the central government, localities, and military units that have to compulsorily destroy cattle and poultry due to disease infection or in the epidemic area must be destroyed with a support level equivalent to 70% of the market value of commercial livestock and poultry sold by producers. The specific support levels are as follows:

- Support 25,000 VND/kg live weight for pigs.- Support 30,000 VND/kg live weight for buffaloes, cows, goats, sheep, deer, and antelopes.- Support 23,000 VND/per poultry (chicken, duck, muscovy duck, goose).

- Based on the support levels stipulated at Point a, Clause 1, Section II of this Circular and based on the weight of each type of livestock and poultry that must be destroyed, the Chairman of the People's Committee of the provinces and centrally-run cities shall decide on the specific support level directly for households, individuals, farms, cooperatives, and livestock facilities of the locality, central government, and military units in the province or city, in line with the actual situation of the locality as soon as possible.

- Livestock facilities of households, individuals, farms, cooperatives, and local livestock facilities must have certification by local authorities and local veterinary agencies (regarding the type, quantity, and weight of destroyed livestock and poultry) as a basis for support payment. For central and military livestock facilities, certification by local veterinary agencies (regarding the type, quantity, and weight of destroyed livestock and poultry) is required.
