Financial Report for the "Fund for the Poor"

The Ministry of Finance issued Circular 103/2018/TT-BTC on November 14, 2018, providing specific guidance on financial reporting for the "Fund for the Poor".

Accordingly, Circular 103 stipulates financial reports, and income and expenditure reports for fund activities including:

- Financial reports are used to summarize and explain the financial situation and operational results of the "For the Poor" Fund.- The income and expenditure reports for Fund activities are used to reflect the income and expenditure situation and operational results of the "For the Poor" Fund.

At the same time, Circular 103 also specifically outlines the responsibilities of the "For the Poor" Fund in preparing and submitting financial reports, and income and expenditure reports for fund activities as follows:

- The Central "For the Poor" Fund must prepare and submit annual financial reports to the Vietnam Fatherland Front Central Committee and the Ministry of Finance to coordinate inspection, reconciliation, and adjustment of the accounting data related to the Fund's income and expenditure.- The Provincial "For the Poor" Fund must prepare and submit annual financial reports to the equivalent level Vietnam Fatherland Front Committee, the superior Fund Mobilization Board, and the equivalent level finance authority to coordinate inspection, reconciliation, and adjustment of the accounting data related to the Fund's income and expenditure.- The District and Commune "For the Poor" Funds must prepare and submit annual income and expenditure reports for fund activities to the equivalent level Vietnam Fatherland Front Committee and the superior Fund Mobilization Board to coordinate inspection, reconciliation, and adjustment of the accounting data related to the Fund's income and expenditure.- The superior "For the Poor" Fund is responsible for guiding and inspecting the subordinate "For the Poor" Fund. The "For the Poor" Funds at all levels are responsible for periodically or upon request publicizing the fund.
