Financial estimation records of the Trade Union in Vietnam for 2025

The Vietnam General Confederation of Labor has issued Guidance 32/HD-TLD in 2024 on the preparation of the financial estimation records of the Trade Union in Vietnam for 2025.

Objectives and requirements for building financial estimation of the Trade Union for 2025 in Vietnam

Objectives

The 2025 trade union financial revenue estimates of each trade union level are highly feasible. Based on the actual situation, each sector, and locality builds revenue estimates to ensure accurate, adequate, and prompt collection according to current regulations, ensuring funding sources for activities.

Requirements

- The construction of trade union financial revenue estimates must ensure compliance with Decision 1754/QD-TLD on September 19, 2024, by the Presidium of the Vietnam General Confederation regarding the promulgation of Regulations on the principles of construction and delivery of the trade union financial estimation for 2025.

Determining the financial revenues to be collected by the trade union in 2025 and organizing the collection of financial and union dues, addressing revenue loss issues, especially in units and enterprises where trade union organizations have not been established.

- The trade union financial expenditure budget must ensure savings, efficiency, and avoid wastefulness. Expenditure should focus on practical, effective activities such as training and fostering trade union officers, developing members, and limiting guest reception, administrative, and other costs.

- During the budget year, when the General Confederation issues new documents related to budget execution, units will implement them according to the new document's validity.

The financial estimation records of the Trade Union for 2025 submitted to the General Confederation includes 02 complete sets of mandatory forms following Guidance 22/HD-TLD dated April 29, 2021, on the implementation of administrative and non-business accounting policies in trade union accounting units and Guidance 86/HD-TLD dated May 29, 2023, including:

- Comprehensive report of the trade union financial estimation revenue - expenditure.

- Revenue - expenditure budget report for public service provider.

- Statistical list of the names of units, organizations, enterprises contributing trade union funding including: labor, members... according to administrative non-business, production, and business sectors (according to the software entry form for collecting trade union funds through Vietnam Joint Stock Commercial Bank for Industry and Trade, Vietnam Bank for Agriculture and Rural Development, Vietnam Joint Stock Commercial Bank for Investment and Development).

- Form 01a, 01b attached to Decision 887/QD-TLD dated July 2, 2015, by the Presidium of the Vietnam General Confederation regarding the issuance of regulations on coordination guidance funding.

- List of specialized trade union officials and other laborers at the higher-level trade union from the grassroots level upwards (as of October 30, 2024).

- Task assignment, order placement, and bidding forms according to Official Dispatch 6912/TLD-TC dated June 27, 2023 (if any).

- Report assessing the implementation situation of the 2024 budget, detailed explanation of the 2025 budget.

Procedure and Deadline for Submitting the 2025 Trade Union financial estimation Report

- The unit's budget report is approved by the Standing Committee of the Labor Union of the provinces, cities; the Central Sector Union and equivalent; Corporation Union under the General Confederation after consideration before being sent to the General Confederation (through the Finance Department).

- Deadline for submission: The 2025 trade union financial estimation report must be submitted before November 5, 2024.

Regarding the Method for Evaluating the 2025 Trade Union financial estimation in Vietnam

- Based on the unit's budget report dossier, the Finance Department of the General Confederation proposes revenue and expenditure targets for the unit to submit for approval by the Standing Presidium of the General Confederation. Units are not invited to work with the General Confederation to approve the budget (the financial estimation allocation announcement for 2025 will be completed in January 2025).

- Based on Guidance 32/HD-TLD 2024 and the actual situation, the provincial, city labor unions; Central Sector Union and equivalent; Corporation Union under the General Confederation guide subordinate trade unions for implementation.
