The Deputy Prime Minister requests specific solution proposals regarding issues in the educational and training system, including the development of human resources for preschool and general education teachers in Vietnam.

On the morning of July 17, 2024, Deputy Prime Minister of the Government of Vietnam Le Thanh Long presided over a meeting with the leaders of the Ministry of Education and Training to gather information on the implementation of the Ministry's work plan from the beginning of the year to date, key tasks from now until the end of 2024, and anticipated tasks to focus on in the upcoming period.
In Notice 348/TB-VPCP dated July 25, 2024, Deputy Prime Minister of the Government of Vietnam Le Thanh Long acknowledged and highly appreciated the efforts and achievements of the Education sector in various areas of work, especially in: finalizing institutional frameworks, educational and training policy reforms; organizing the educational and training system to better meet the learning needs of the People and the development requirements of the country; improving the quality of education at all levels; successfully launching the new general education curriculum initially; affirming the international standing of specialized education quality; enhancing international cooperation in education; and making education quality assessment more substantial. Notably, under the decisive direction of the Government of Vietnam and the Prime Minister of the Government of Vietnam, alongside the active participation of the entire political system from Central to local levels, the High School Graduation Examination in 2024 was organized safely, seriously, and effectively, providing favorable conditions for the candidates.
However, besides the fundamental results achieved, the Education sector still faces difficulties, limitations, and inadequacies that need continued sharing and solutions, such as the shortage of schools and classrooms, the low rate of permanent school buildings; the localized surplus and shortage of preschool and secondary school teachers; inadequate infrastructure and teaching equipment; and the state budget expenditure on education and training not meeting the required demands.
Therefore, the Deputy Prime Minister requested the Ministry of Education and Training and relevant agencies to focus on implementing the following key tasks:
- Focus on reviewing and having a comprehensive, holistic approach in the construction and finalization of institutions, mechanisms, and policies on education and training, especially in the development of high-quality human resources. Urgently finalize and submit for approval to the Prime Minister of the Government of Vietnam the educational and training development plans and strategies; complete the Law on Teachers project dossier ensuring quality and timely regulations.
- For documents and proposals already submitted to the Government of Vietnam and the Prime Minister of the Government of Vietnam that still have differing opinions: The Office of the Government of Vietnam should closely coordinate with the Ministry of Education and Training to review and report to the Deputy Prime Minister of the Government of Vietnam, presiding over meetings with the Ministry of Education and Training, relevant ministries, and agencies to remove difficulties and obstacles, ensuring effectiveness and feasibility with the view “work on what can be finished”.
- Research, review, and propose specific measures and solutions on distinctive issues to gradually overcome inadequacies in the educational and training system in localities (including the shortage of preschool and secondary school education facilities in Hanoi and Ho Chi Minh City...).
