Final Settlement of Investment Capital for Completed Works in Nationally Important Projects

Step 1: The investor prepares a complete dossier in accordance with regulations.

Step 2: The investor submits the dossier directly at the District, Town, City Finance-Planning Department. The dossier reception and result return time is from Monday to Friday every week: Morning from 7:30 AM to 11:30 AM, afternoon from 1:30 PM to 4:30 PM.

The dossier receiving officer checks the legal validity, the contents of the investment capital settlement dossier, and makes a Receipt Form according to Form No. 13A/QTDA issued together with Circular 09/2016/TT-BTC dated January 18, 2016.

Step 3: Settlement report verification

Transfer the dossier to the officer for direct examination and verification of the investment capital settlement dossier. During the verification process, if any issues arise, the verifying officer will advise the department leadership to issue a document requesting the investor to provide supporting documents for the settlement verification work, such as: Completion dossier, construction diary, bidding dossier, design estimates, additional estimates, and related payment documents. The settlement time will be calculated from when the complete dossier is received according to regulations.

Step 4: Submission for settlement approval

After verifying the settlement report, the Finance-Planning Department submits to the District People's Committee for approval of the settlement for construction investment projects under the authority to decide investment of the District People's Committee. Verification and approval of the settlement for construction investment projects using career capital managed by the district budget. The investor receives the Decision at the Finance-Planning Department (directly or by post).
