File, Procedures for Extension of Goods Transiting from China through Vietnam

Circular 11/2015/TT-BCT on the transit of goods from the People's Republic of China through the territory of Vietnam, issued by the Minister of Industry and Trade on June 4, 2015.

Circular 11/2015/TT-BCT regulates the extension of the transit time for Chinese goods through Vietnamese territory as considered and resolved by the transit permit issuing authority. Each extension shall not exceed 30 days and no more than 03 (three) extensions are allowed.

The dossier requesting an extension of the transit time for goods shall include:

- Written request for extension of the transit time for goods from the owner: 01 (one) original copy;- Issued goods transit permit: 01 (one) photocopy (certified as a true copy by the owner);- Confirmation letter from the Customs authority on the status of the transited goods: 01 (one) original copy;- Customs declaration for the transited goods: 01 (one) photocopy (certified as a true copy by the owner).

Procedure and process for resolving the dossier requesting an extension of the transit time for goods are as follows:

- The owner sends 01 (one) set of the dossier specified in Clause 2 of this Article by postal mail to the competent authority responsible for extending the transit time for goods as stipulated in Clause 1 of this Article;- The time limit for resolving the dossier requesting an extension of the transit time for goods is within 07 working days from the date of receipt of a complete and valid dossier;- In case the dossier is incomplete or invalid, within 03 working days from the date of receipt of the dossier, the competent authority specified in Clause 1 of this Article shall send a written notice to the owner requesting supplementation or amendment;- In case the extension of the transit time for goods is not approved, the competent authority specified in Clause 1 of this Article shall send a written response to the owner stating the reasons.
