From January 1, 2017, Circular 218/2016/TT-BTC stipulates the rates, collection policies, payment, management, and use of appraisal fees for security conditions; fees for professional certification tests for security personnel; licensing fees for firework management; licensing fees for the management of weapons, explosives, and supporting tools. This circular comes into effect in Vietnam from January 1, 2017, and replaces Circular 193/2010/TT-BTC.
Circular 218/2016/TT-BTC stipulates that organizations and individuals who are assessed and certified to meet security requirements by the competent police authorities to engage in certain businesses are required to pay security condition appraisal fees. Individuals who are tested by competent state agencies to be issued a security service professional certificate are required to pay the examination fees for the issuance of the said certificates.
Organizations and agencies that are granted fireworks management permits for importing and exporting by competent police authorities must pay a licensing fee for fireworks management; those granted permits for using, transporting, purchasing, carrying, or repairing various types of weapons, explosives, and support tools must pay a licensing fee for the management of weapons, explosives, and support tools.
The competent police authorities responsible for appraising security conditions, conducting examinations for the issuance of security service professional certificates, issuing permits for importing and exporting fireworks, and managing permits for weapons, explosives, and support tools are the fee-collecting entities.

Entities exempt from the licensing fees for managing weapons, explosives, and support tools include: organizations and units under the People's Police forces, commune police, urban defense forces, public security divisions at the commune level equipped with and using weapons and support tools for combat and maintaining national security and public order; organizations and individuals under central military, border guard, coast guard, local militia, and self-defense forces; officers protecting national leaders and heads of the Government of Vietnam, and those permitted by the Prime Minister to carry weapons in and out of Vietnam for self-defense and protection purposes.
