Fees for Issuance of Documents Regarding Residence, Entry, and Exit for Foreigners

On November 10, 2016, the Minister of Finance issued Circular 219/2016/TT-BTC regulating fees for the issuance of documents related to passports, travel documents, and exit permits (for Vietnamese citizens); and fees for the issuance of documents related to residence, exit, and entry (for foreigners).

The fees and charges in the field of exit, entry, and residence are regulated in the Schedule issued with Circular 219 of the Ministry of Finance. Specifically:

+ The fee for passport issuance is 200,000 VND, in case of re-issuance it is 400,000 VND, the fee for passport extension and the fee for issuance of a personal verification certificate is 100,000 VND.

+ The fee for issuing a laissez-passer according to Circular 219/2016 is 50,000 VND. As for residents of the Vietnam-China border, the travel pass fee is 5,000 VND.

+ The fee for issuing an exit permit is 200,000 VND, the fee for issuing a visa note is 10,000 VND, the fee for issuing an ABTC card for APEC businessmen is 1.2 million VND, in case of re-issuance it is 1 million VND.

+ The fee for issuing AB stamps is 50,000 VND.

+ The visa issuance fee for foreigners ranges from 25 USD to 155 USD depending on the visa duration.

+ The temporary residence extension fee according to Circular 219 of 2016 is 10 USD; the fee for issuing a permanent residence card is 100 USD.

Furthermore, Circular 219/2016/TT-BTC stipulates the exemption of exit, entry, transit, and residence fees in the following cases:

+ State guests as individuals and their spouses and children.

+ Officials, employees of diplomatic missions, consular offices, representative offices of international organizations in Vietnam, and their families.

+ According to international treaties based on the principle of reciprocity.

+ Foreigners entering Vietnam for relief and humanitarian aid.

+ Other cases as specifically decided.

Moreover, according to Circular 219, children, poor households, the elderly, people with disabilities, meritorious individuals, and ethnic minorities in specially difficult communes are exempt from exit, entry, transit, and residence fees.

Circular 219/2016/TT-BTC is effective from January 01, 2017, and replaces Circular 157/2015/TT-BTC.
