The People's Council of Ho Chi Minh City issued Resolution 10/2022/NQ-HDND dated July 8, 2022, on appraisal fees for the issuance, re-issuance, and adjustment of environmental permits in Ho Chi Minh City.

The fees for appraisal, reissuance, and adjustment of Environmental Permits are prescribed as follows:
In there:
- Subject 1: Investment projects that have had a decision to approve the results of the environmental impact assessment report and fall into the case specified in Point b, Clause 4, Article 37 of the Law on Environmental Protection 2020.
- Subject 2: Investment projects that have had a decision to approve the results of the environmental impact assessment report and do not fall into the cases specified in Point b, Clause 4, Article 37 of the Law on Environmental Protection 2020.
- Subject 3: Investment projects that are not subject to environmental impact assessment.
- Subject 4: Establishments, concentrated production, business, service areas, operating industrial clusters.
- Subject 5: Investment projects, establishments, production, businesses, concentrated service zones, and industrial clusters that are not subject to the trial operation of waste treatment works;
Investment projects, facilities, production, business, and service zones, industrial clusters connecting wastewater to the centralized wastewater collection and treatment system of concentrated production, business, and service zones, and industrial clusters must meet the following requirements: not belonging to the type of production, business, or service that poses a risk of causing environmental pollution; Not subject to automatic, continuous, or periodic emission monitoring as prescribed in Decree 08/2022/ND-CP dated January 10, 2022.
Note:
- The above fees are calculated based on the appraisal of the issuance, re-issuance, and adjustment of the Environmental Permit.
- The fee does not include transportation costs, sampling costs, or waste sample analysis, according to regulations.
- In case it is necessary to take waste samples, the determination of the number of samples, sample analysis criteria, and sampling unit will be decided by the Appraisal Council, Appraisal Team, Inspection Team or Inspection Team.
- Organizations and individuals requesting competent state agencies to carry out appraisals for granting, reissuing, and adjusting environmental permits must pay the appraisal fee within 05 working days from the date of submitting the application for issuance, re-issuance, or adjustment of the environmental permit. Fees are paid into the fee account, awaiting payment to the state budget of the fee collection organization opened at the State Treasury.
- No later than the 5th of every month, the fee collection organization must pay the fee amount collected from the previous month to the fee account awaiting budget payment opened at the State Treasury.
- Organize fee collection according to regulations in Decree 120/2016/ND-CP.
- When developing annual state budget revenue and expenditure estimates, fee collection organizations base their decisions on current regulations and budget decentralization to develop a cost estimate for toll collection, send it to the Department of Finance to balance, and advise the People's Committee of Ho Chi Minh City to arrange the cost estimate for implementation according to regulations.
- For districts, districts, and Thu Duc city: Annually prepare a budget estimate for carrying out the appraisal and granting of environmental permits and send it to the Finance - Planning Department for appraisal and advise the People's Committee of the district, district, and Thu Duc city to allocate funds from the City's estimates allocated at the beginning of the year for the district, district, and Thu Duc city.
