Fees, Charges in Maritime and the Schedule of Rates for Maritime Fees and Charges

On November 14, 2016, the Minister of Finance issued Circular 261/2016/TT-BTC stipulating the maritime fees, charges, and the tariff of maritime fees and charges.

The Circular stipulates the rates of maritime fees and charges for both international and domestic vessels, applicable to vessels exiting, entering, or transiting; vessels engaged in the transport of passengers and goods for export and import; oil and gas service vessels; vessels of armed forces, customs, and port authorities.

The fee-collecting organizations are maritime port authorities and entities responsible for collecting various types of fees and charges, such as vessel tonnage fees; maritime security fees collected at public maritime channels and specialized maritime channels; fees for the use of mooring positions in water areas; fees for entering and leaving seaports.

Some fee rates for domestic maritime activities under Circular 261 are as follows:

+ Fee for vessels entering maritime areas, specialized ports, and offshore oil and gas ports: 250 VND/GT;

+ Fee for vessels leaving maritime areas, specialized ports, and offshore oil and gas ports: 250 VND/GT;

+ Fee for vessels engaged in transport on water routes from shore to island for each trip from shore to island and vice versa: 500 VND/GT per port call;

+ Fee for vessels entering or leaving maritime areas, specialized ports, and offshore oil and gas ports for vessels with a total tonnage of less than 2,000 GT: 300 VND/GT;

+ Fee for vessels entering or leaving maritime areas, specialized ports, and offshore oil and gas ports for vessels with a total tonnage of 2,000 GT or more: 600 VND/GT;

+ Fee for entering and leaving seaports for vessels with a total tonnage of less than 200 GT: 15,000 VND per trip;

+ Fee for entering and leaving seaports for vessels with a total tonnage from 200 GT to less than 1,000 GT: 25,000 VND per trip.

Vessels entering or leaving maritime areas that do not fall under the cases that must notify the maritime port authority as prescribed by law are not required to pay maritime fees and charges.

Circular 261/2016/TT-BTC takes effect from January 1, 2017.
