On November 10, 2016, the Minister of Finance issued Circular 217/2016/TT-BTC stipulating the rates, collection policies, payment, management, and use of fees for document and material verification at the request of individuals.
From January 1, 2017, Vietnamese citizens requesting the competent state authority to issue a certificate of no criminal record as stipulated by law must pay a fee as specified in this Circular.
According to the Circular, the Police Record Bureau under the General Department of Police (Ministry of Public Security) and the provincial police department will be the fee-collecting organizations.
The fee for verifying documents and materials upon an individual’s request is 50,000 VND/person/time.
Fee-collecting organizations must declare and submit the collected fee amount on a monthly basis, settle the annual account by, and no later than the 5th of each month, they must send the fee amount collected from the previous month to the fee account awaiting submission to the State Treasury.
The Circular also stipulates that fee-collecting organizations are allowed to retain 80% of the collected fees to cover the expenses as per the regulations specified.
Submit 20% of the collected fees to the state budget according to the chapters and items of the current state budget index.
Circular 217/2016/TT-BTC replaces Circular 168/2010/TT-BTC dated December 2, 2011, of the Minister of Finance stipulating the collection of fees for issuing a certificate of no criminal record for workers going to work abroad for a definite time.
