Circular 105/2018/TT-BTC was issued by the Ministry of Finance on November 15, 2018, detailing the regulations for fee payers and organization collecting charges for sea dumping in Vietnam.
Accordingly, Circular 105 stipulates that fee payers are organizations and individuals who are granted, re-issued, extended, amended, or supplemented with sea dumping permits by competent authorities.
The Vietnam Administration of Seas and Islands under the Ministry of Natural Resources and Environment and the Departments of Natural Resources and Environment of provinces and centrally-run cities shall collect fees as prescribed.
At the same time, Circular 105 also stipulates the fee rates for issuing, re-issuing, extending, amending, and supplementing sea dumping permits as follows:
