Fee for Exploitation and Utilization of Marine and Island Natural Resources and Environmental Data

On November 15, 2016, the Minister of Finance issued Circular 294/2016/TT-BTC stipulating the collection rates, collection policies, remittance, exemption, management, and use of fees for the exploitation and use of marine and island environmental and resource data.

This Circular applies to agencies, organizations, individuals who pay fees for the exploration and utilization of marine and island environmental resource data; Organizations collecting fees for the exploration and utilization of marine and island environmental resource data; Other organizations and individuals related to the collection, payment, management, and usage of fees for the exploration and utilization of marine and island environmental resource data.

Agencies, organizations, and individuals requesting the provision of marine and island environmental resource data must pay fees as prescribed in this Circular. Fees are to be paid to the fee-collecting organization or into the fee account waiting for payment into the budget of the fee-collecting organization opened at the State Treasury.

The Information and Data Center for Seas and Islands under the Vietnam Administration of Seas and Islands, the Ministry of Natural Resources and Environment is the fee-collecting agency as specified in this Circular.

The fee rates for the exploration and utilization of marine and island environmental resource data are specified in the Fee Rate Schedule issued with this Circular.

The fee rate for the exploration and utilization of remote sensing data for security, defense purposes, or in emergencies is 60% of the corresponding fee rate in the Fee Rate Schedule issued with this Circular.

Fees for the exploration and utilization of marine and island environmental resource data serving security and defense purposes, directly serving the leadership of the Communist Party and the State, or in emergencies, are exempted; except for cases of exploration and utilization of remote sensing data for security, defense purposes, or in emergencies.

Circular 294/2016/TT-BTC takes effect from January 1, 2017.
