This is the content stipulated in Circular 88/2014/TT-BGTVT issued by the Minister of Transport, guiding the implementation of certain provisions of the Agreement and the Protocol to facilitate the operation of road motor vehicles across the border between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic.

Cross-border transportation permits between Laos and Vietnam are extended for Lao vehicles when the permit expires or the time for circulation in Vietnam has passed for a legitimate reason (natural disasters, accidents, breakdowns that cannot be repaired in time). The vehicle is granted an extension once, with a duration not exceeding 10 days from the expiry date.
About the extension authority: The Departments of Transport in provinces and cities directly under Central authority where the vehicle encounters an issue.
Circular 88/2014/TT-BGTVT stipulates that the extension dossier includes: the original cross-border transportation permit between Laos and Vietnam; a certified copy of the vehicle registration certificate or a copy accompanied by the original for comparison; an extension request form as per Appendix 8 of this Circular.
Regarding the processing of the dossier:
- Organizations or individuals submit 01 set of dossiers directly to the local Department of Transport where the vehicle encounters an issue;
- Within 01 working day from the date of receipt of a complete and conformable dossier, the Department of Transport shall extend the cross-border transportation permit between Laos and Vietnam for the Lao vehicle. The extension is executed in the extension section of the cross-border transportation permit between Laos and Vietnam; in case of non-extension, a written response specifying the reason must be provided on the same day the dossier is received.
In addition, the authority issuing the cross-border transportation permit between Vietnam and Laos is permitted to revoke the cross-border transportation permit between Laos and Vietnam previously issued if the organizations or individuals granted the permit do not comply with the contents recorded in the permit or violate the regulations on transport activity management. Organizations or individuals must return the cross-border transportation permit between Vietnam and Laos to the permit-issuing authority.
