Expenses to support the development of precious medicinal herb-growing areas must not exceed 1 billion VND/project in Vietnam 

The content is guided in Circular 55/2023/TT-BTC on the management, use, and settlement of non-business funding from the state budget to implement national target programs for the 2021–2025 period issued by the Minister of Finance.

Regulations on spending levels to support the development of precious medicinal herb-growing areas are as follows:

- Expenses for purchasing equipment to maintain regular operations within the project fence. The level of support is according to the decision of the competent authority within the assigned estimate, ensuring compliance with the provisions of the law on bidding.

- Support businesses to directly provide vocational training for on-site workers: Support level of 02 million VND/month/01 employee, maximum support period of 03 months/01 employee.

- Support for advertising costs and branding for key national and provincial products: Support according to projects approved by competent authorities: a maximum of 50% of the total cost of the activity and not more than 1,000 million VND/project.

- Funding support for carrying out scientific research projects, purchasing technology copyrights, purchasing technology, or purchasing results of scientific research and technology development to create new products, improve technology, reduce environmental pollution, save raw materials and fuel, and save energy: The support level is 80% of the implementation cost, not exceeding 300 million VND/topic/copyright/technology/research results.

- Maximum support of 40% of transfer costs; application of new science and technology; application of technical processes; and synchronous quality management along the chain; a maximum of no more than 150 million VND/project.

- Support for seeds, materials, packaging, and product labels for a maximum of no more than 03 seasons or 03 product production and exploitation cycles. The support level is 100% of the cost but not exceeding 126 million VND/ha.

- For high-tech application breeding center projects, one-time support of up to 80% of the cost of producing original varieties and 50% of the cost of producing commercial varieties.

- Support the application of information technology in building a system connecting the value chain of medicinal herbs and traditional medicine products with traceability, origin, and quality: Follow the regulations in Clause 4, Article 4 of Circular 55/2023/TT-BTC.

- Support trade promotion for socio-economic development in ethnic minority and mountainous areas. Support levels as prescribed in Circular 11/2019/TT-BCT guide the implementation of trade promotion and foreign trade development activities under the national trade promotion program; Circular 40/2020/TT-BCT and Circular 171/2014/TT-BTC guide financial support mechanisms from the state budget to implement the National Trade Promotion Program.

- Construction and project management expenses: Content and spending levels comply with regulations in Clause 13, Article 4 of Circular 55/2023/TT-BTC.

13. Expenses for construction and management of projects, plans, schemes, and models to support production development are implemented as follows:

a) Costs for selecting projects and models to support production development (including survey and assessment costs; establishing a project and model selection council; selecting ordering units and assigning tasks); organizing bidding to select product and service providers; appraising prices in procurement plans for supplies, goods, and services) included in the budget for implementing production development support activities or regular funding of agencies and units directly implementing production development support activities; not exceeding 5% of the total allocated budget to carry out production development support activities. The content and level of spending comply with the current financial spending regime. This Circular guides some specific contents and spending levels as follows:

- Expenditures for establishment and construction; meeting of the appraisal council to select projects and models: Content and spending levels comply with the provisions of Articles 2, 3, 4, 5, and 6 of Circular No. 03/2023/TT-BTC;

- Expenses for surveying, identifying, and selecting implementation areas, project participants, and models: content and expenditure levels comply with regulations in Circular No. 109/2016/TT-BTC;

b) Expenditures for implementation, evaluation, summary, and lessons learned: content and spending level comply with regulations in Circular No. 40/2017/TT-BTC.

c) Other expenses on project management, plans, options, and models (if any):
Expenditure levels are implemented according to the current financial spending regime and according to actual expenses as determined by the competent authority approving the project, plan, and model.
