Circular 48/2017/TT-BTC has been issued by the Ministry of Finance, stipulating financial policies in asset auction activities. The document takes effect from July 01, 2017, replacing Circular 335/2016/TT-BTC.
depending on the agency assigned to handle the auction of assets, Circular 48 provides for different expenses for auction activities, specifically:
For agencies, organizations, and units with auctioned assets or agencies assigned to handle the auction of assets:
- Asset inventory costs;- Measurement and mapping costs of houses and land in the case of auctioning assets attached to land, transferring land use rights;- Relocation costs per the provisions of the law in the case of auctioning assets attached to land, transferring land use rights;- Asset valuation and appraisal costs;- Costs for organizing the selection of auction organizations;- Payment of auction service fees to auction organizations according to auction service contracts;- Other legitimate related costs.
For the Asset Auction Council:
- Transportation, delivery, and storage costs of assets from the time the competent authority issues an asset handling decision until the completion of the auction and handover of assets to the asset buyer;- Rental repair costs for assets to sell if the assets need repairs to be sold (if any); costs of overcoming asset losses due to objective reasons during the auction process (if any);- The expenses specified in Clause 3, Article 5 of Circular 48.
