Recently, the Ministry of Public Security issued Circular 53/2011/TT-BCA-V22 regulating the management and use of regular training and advanced training funds in the Vietnam People's Public Security.

In Article 3 of Circular 53/2011/TT-BCA-V22, the cost for activities related to regular training and refresher programs in the Vietnam People's Public Security is stipulated as follows:
1. Lecturers' remuneration (one lecture session equals 5 periods):
Depending on the targets and levels of students, the training and refresher institutions, and units or local Public Security departments assigned to conduct training classes, may arrange to invite lecturers and reporters accordingly. The remuneration levels for lecturers and reporters, whether from within or outside the Vietnam People's Public Security (including compensation for lesson plan preparation), are set as per regulation.
2. Food allowance for lecturers:
Depending on the location and schedule of the training classes, the units or local Public Security departments assigned to conduct the classes may decide on the food allowance for lecturers, but it should not exceed the current lodging allowance as per the Ministry of Public Security's regulations on business travel expenses and seminar organization policies within the Vietnam People's Public Security.
3. Payment for travel and accommodation for lecturers:
The training and refresher institutions, and the units or local departments assigned to organize the training classes, are responsible for arranging transportation and guest houses for the lecturers. If it is not possible to arrange transportation or accommodation for lecturers, the units may cover these costs as per the current Ministry of Public Security's regulations on business travel expenses and seminar organization policies within the Vietnam People's Public Security.
4. Translation expenses:
Translation expenses shall be executed according to Circular No. 01/2010/TT-BTC dated January 6, 2010, of the Minister of Finance, which specifies the expense policies for welcoming foreign guests working in Vietnam and for domestic reception, within the scope of the approved training budget.
5. Expenses for examination, invigilation, and grading:
Expenses for examination, invigilation, and grading are guided by Joint Circular No. 49/2007/TTLT-BTC-BGDDT dated May 18, 2007, of the Ministry of Finance and the Ministry of Education and Training on the content, expense levels, and financial management for building multiple-choice question banks, organizing general examinations, and preparing for international and regional Olympiads; amended by Circular No. 132/2009/TTLT-BTC-BGDDT dated June 29, 2009.
For short-term training classes where the curriculum is not complicated, the training institutions and units or local departments may decide specific fixed allowances as follows:
- Examination setup compensation: 200,000 VND/exam (including answer keys);
- Grading compensation: 7,000 VND/paper;
- Invigilation compensation: 90,000 VND/session.
6. Partial food support for trainees during intensive courses:
Based on the funding availability and class organization conditions (such as location, participant composition, schedule, etc.), training institutions within the Vietnam People's Public Security and units or local departments assigned to organize classes may use the approved annual budget to provide partial food support for trainees during intensive courses, not exceeding 50,000 VND/day/learner.
7. Rewards for outstanding trainees:
Based on the budget availability and the number of outstanding trainees in each class, the training institutions and units or local departments may decide on rewards, not exceeding 150,000 VND for "good" trainees and 200,000 VND for "excellent" trainees.
8. Actual expenses directly serving the class:
- Renting meeting halls, classrooms, and equipment for teaching (projectors, computers, etc.), within the approved budget;- Purchases and printing of educational materials directly for the class (excluding reference materials); printing and issuing certificates within the approved budget;- Providing drinking water for the class;- Basic medical expenses for trainees.
9. Organized surveys and field trips for trainees:
- Transportation for surveys and field trips: based on actual contracts and legal receipts, within the approved budget;- Partial support for food and accommodation during field trips: organized by training institutions and units or local departments, ensuring that expenses do not exceed the current business travel policy limits of the Ministry of Public Security and within the approved budget.
10. New curriculum and content development; updating and revising content:
Based on Circular No. 123/2009/TT-BTC dated June 17, 2009, by the Minister of Finance on the content and expense levels for developing framework programs and writing curriculum for higher education, college, and vocational training, and current regulations and guidelines of the Ministry of Public Security, leading units may decide expenses suitable for each training and training program following guidelines from the Ministry of Public Security.

Note: Based on actual circumstances and the annual budget assigned by authorities, Heads of schools and training institutions in the Vietnam People's Public Security, units or local departments assigned to organize training classes shall decide specific expenses to ensure they do not exceed the stipulated maximum levels; while also ensuring budget arrangements align with training tasks and the approved budget.
