Expenditure on propaganda, dissemination, and legal education of national target programs in Vietnam (Internet image)

Regarding this issue, LawNet would like to answer as follows:

The Minister of Finance issued Circular 55/2023/TT-BTC dated August 15, 2023, on the management, use, and settlement of non-business funding from the state budget to implement national target programs for the period 2021–2025.

Expenditure on propaganda, dissemination, and legal education of national target programs in Vietnam

Specifically, information and propaganda spending levels; Disseminate legal education through national target programs for the period 2021–2025 as follows:

(1) Expenses for producing, editing, posting, transmitting, broadcasting, and releasing documents and publications in the form of journalistic works, publications, and other information and communication products:

- For expenditure on information and propaganda through publications:

Comply with regulations in Decree 18/2014/ND-CP; or according to economic-technical norms in publishing activities decided to apply by ministries, central agencies, and localities according to the provisions of Circular 42/2020/TT-BTTTT;

- For expenditure on information and propaganda through various forms of the press:

Comply with regulations in Decree 18/2014/ND-CP; or according to economic and technical norms in press and publishing activities decided by ministries, central agencies, and localities to apply according to regulations in Circulars of the Ministry of Information and Communications: 03/2018/TT-BTTTT; 09/2020/TT-BTTTT; 18/2021/TT-BTTTT;

- For information and propaganda activities in the form of cinematographic works, fine arts, photography, theater, and other forms of performing arts, comply with Decree 21/2015/ND-CP;

In case the production, editing, posting, broadcasting, and distribution of documents and publications in the form of journalistic works, publications, and other media products do not have economic and technical norms, cost norms issued by competent authorities; expenses for purchasing other goods and services to serve communication activities:

Heads of agencies and units assigned to perform communication tasks, based on assigned tasks, budget estimates, and the current financial spending regime, are responsible for choosing the form and content of propaganda. The communication program ensures savings and efficiency within the budget assigned by competent authorities and in accordance with the provisions of law on bidding, ordering, and task assignment;

(2) Payment for editing media content in the community: 100,000 VND/news, articles under 350 words; 150,000 VND/news, articles from 350 words to less than 600 words; 200,000 VND/article of 600 words or more; Announcer's salary: 60,000 VND/person/session;

(3) Expenses for organizing seminars, media education classes, consulting, thematic talks, and policy dialogues:

- Rapporteur remuneration: comply with regulations in Point a, Clause 2, Article 5 of Circular 36/2018/TT-BTC;

Depending on the actual situation and within the assigned budget, the agency head is assigned the task of organizing seminars, exchanges,
Media education classes, consultations, and seminars decided to support reporters with food allowances, transportation costs, and room rentals.

Expenditure levels are as prescribed in Points b and c, Clause 2, Article 5 of Circular 36/2018/TT-BTC;

- Expenses for renting locations, halls, tables, chairs, and necessary equipment (if any); Expenses for documents, stationery, and other expenses serving discussion activities, exchanges, media education classes, consulting, and topical talks; Expenses for printing yearbooks and storing them as documents to serve the Program:

Comply with the provisions of the law on bidding and within the estimate assigned by competent authorities;

- Expenditure on drinking water for attendees: expenditure level as prescribed in Clause 3, Article 12 of Circular 40/2017/TT-BTC;

(4) Expenses for consulting and guidance in the community:

- Support travel costs for consultants according to regulations in Circular 40/2017/TT-BTC;

- Consulting fee support for consultants: 15,000 VND/consultant/consultation, maximum 300,000 VND/consultant/month;

(5) Expenses for organizing rallies, action months, communication campaigns, and integrated communication campaigns:

- Support those who organize and supervise campaign implementation, advocacy, and consulting (in addition to the current per diem regime); 50,000 VND/person/session;

- Support for campaign participants: 50,000 VND/person/session. The unit head is assigned the task of deciding the number of people participating in the propaganda and communication campaign within the assigned budget;

- Announcer salary: 60,000 VND/person/session;

- Support for gasoline costs: 0.2 liters of gasoline/km calculated based on administrative distance and gasoline price at the time of organization;

- Expenses for renting vehicles, halls, locations, tables, chairs, equipment, and other necessary expenses: comply with the provisions of the law on bidding;

(7) Expenses for organizing competitions to serve information, propaganda, and dissemination work; Organizing festivals, exchanges, festivals, performances, re-enactments, and experiments to serve the professional activities of projects and sub-projects, component content includes:

- Spending on communication, information, and propaganda work in mass media shall comply with the provisions of the law on bidding;

- Cost of hiring a host; expenses for compiling exam questions and answers; remuneration for judges and organizers; payment of prizes to individuals and groups; hire performers and actors; Support for meals and room rental for members of the organizing committee, members of the art council, and contestants; Artist, actor:

Applying regulations in Joint Circular 14/2014/TTLT-BTC-BTP; Circular 40/2017/TT-BTC; Circular 09/2016/TT-BVHTTDL and reality arising on the basis of legal invoices and documents;

- Payment of remuneration for training and performance activities of actors, participants in competitions, festivals, exchanges, festivals, performances, re-enactments, and experiments: Comply with the provisions in Clause 1 and Clause 2, Article 4 of Joint Circular 46/2016/TTLT-BTC-BVHTTDL;

- Expenses for renting vehicles, halls, locations, tables, chairs, equipment, and other necessary expenses: comply with the provisions of the law on bidding;

(8) Expenditure on dissemination and education of the law. The content and level of expenditure comply with the provisions of Joint Circular 14/2014/TTLT-BTC-BTP.

Circular 55/2023/TT-BTC takes effect on August 15, 2023.
