Expenditure on building the nationwide movement to protect national security in Vietnam

The content is mentioned in Circular 40/2023/TT-BTC stipulating the management and use of funds for building the movement of all people to protect national security, issued by the Minister of Finance of Vietnam on June 9, 2023.

The expenditure level for the contents of building the nationwide movement to protect national security shall comply with the current financial Expenditure regimes, standards, and norms prescribed by competent state agencies in Vietnam.

Circular 40/2023/TT-BTC stipulates a number of specific expenditure levels, as follows:

(1) Expenditure on the elaboration of legal documents and improvement of the legal system for the construction of the all-people movement to protect national security.

Expenditure rate according to Circular 338/2016/TT-BTC on estimating, managing, using, and finalizing state budget funds to ensure the development of legal documents and perfecting the legal system and Circular 42/2022/TT-BTC

(2) Expenditure on information and propaganda activities, data creation, and posting activities on building the all-people movement to protect national security on portals/websites; building news, articles, reportage, clips, exhibitions of contents, and images about the construction of the movement of all people to protect national security:

Complying with the provisions of Decree 18/2014/ND-CP on royalties in the field of press and publishing and Decree 21/2015/ND-CP on royalties and remuneration for cinematographic, fine art, photographic, theatrical, and other performing arts, and regulations of law on management of investment in information technology application using state budget capital; economic and technical norms in the field of information and communication.

(3) Expenditure on surveying, building, and implementing the model of mass organization in charge of ensuring security and order at the grassroots:

- Expenditure on fuel for motor vehicles to mobilize from commune-level agencies and organizations: 12,000 VND/km shall be allocated on the basis of the actual number of kilometers used in campaigning approved by the Chairman of the commune-level People's Committee;

- Expenses to ensure the construction, establishment, and operation of the model of mass organization in charge of ensuring security and order at the grassroots: VND 20,000,000/01 model/01 commune-level unit/ 01 year.

(4) Expenditure on organization of inspection, direction, and survey teams; Expenditure on propaganda conferences, preliminary summarizing, and replicating the model of the all-people movement to protect national security; Expenditure on organizing the conference "Ngày hội toàn dân bảo vệ an ninh Tổ quốc" (Day of Nationwide Security Protection) at the grassroots level:

Comply with the provisions of Circular 40/2017/TT-BTC stipulating the regime of working-trip allowances and conference expenses.

(5) Expenditure on professional training and retraining; Expenses to support staff in attending training and retraining courses:

Complying with the provisions of Circular 36/2018/TT-BTC guiding the estimation, management, use, and settlement of funds for the training and retraining of cadres, civil servants, and public employees and Circular 06/2023/TT-BTC.

(6) Expenditure on visiting and encouraging models of mass organizations and individuals with achievements in the all-people movement to protect national security, specifically:

- The agency in charge of building the movement of all people to protect national security at the central level shall spend no more than VND 20,000,000 per 01 model year and no more than 30 localities per year; expenditures must not exceed 5,000,000 VND/1 person/1 year, each locality must not exceed 5 people/1 year and not more than 30 localities / 1 year (Total expenses under this point must not exceed 1,350,000,000 VND/1 year. );

- The agency in charge of implementing the construction of the movement of all people to protect national security at the provincial level shall spend no more than 10,000,000 VND/01 model/01 commune-level unit/01 year and no more than 30 commune-level units per year; Expenditure does not exceed 3,000,000 VND/01 person/1 year and not more than 100 people / 1 year (Total expenses under this point must not exceed 600,000,000 VND/1 year);

- The agency in charge of implementing the construction of the movement of all people to protect national security at the district level shall spend no more than VND 5,000,000/01 model/01 commune-level unit/01 year and no more than 10 commune-level units/01 year; Expenditure does not exceed 1,000,000 VND/1 person/1 year and not more than 50 people/1 year (Total expenses under this point must not exceed 100,000,000 VND/1 year).

(7) Expenses to reward collectives and individuals with outstanding achievements in the movement of all people to protect national security:

Complying with the provisions of the Law on Emulation and Commendation 2003; Law on Emulation and Commendation 2022 (effective as of January 1, 2024); Decree 91/2017/ND-CP.

(8) Expenses such as Expenditure on printing publications, books, pictures, and propaganda materials; Expenditure on film and making video clips; exhibitions, and other expenditures directly related to the construction of the all-people movement to protect national security, but there is no regulation on expenditure levels:

Consulting the market prices for similar jobs in the locality; have legal invoices and documents; and be approved by competent authorities, within the scope of the assigned estimate.

Circular 40/2023/TT-BTC takes effect as of July 23, 2023.
