On October 18, 2018, the Ministry of Finance issued Circular 96/2018/TT-BTC specifying detailed expenditure levels for propaganda and dissemination of general knowledge about health care for the elderly.
According to Circular 96, the spending levels for the dissemination and popularization of general knowledge about healthcare; guiding the elderly on disease prevention, treatment skills, and self-care include:
- Expenses for purchasing materials, books, and newspapers related to elderly healthcare. Expenditure levels are based on actual incurred costs within the approved budget estimates by the competent authority;
- Expenses for organizing propaganda sessions at commune health stations, mobile propaganda to villages, especially in mountainous, highland, remote, border, and island areas. Specifically:
- Allowance for report presenters: implemented according to legal regulations on the estimation, management, and usage of state budget funds allocated for training and fostering officials;- Expenses for drinking water, fruits, and confectionery for attendees. Expenses are in accordance with the current regulations on per diem policies and conference policies;- Expenses for renting halls, backgrounds, tents, tables, chairs, audio equipment, and other necessary expenses (if any). Spending is based on actual incurred costs, in line with the budget approved by the competent authority;- Communication on communal radio: 80,000 VND/news/articles from 350 to under 600 words; 100,000 VND/news/articles of 600 words or more. Allowance for broadcasters is 25,000 VND per direct broadcast;- Travel expenses for commune health station staff for mobile publicity: implemented according to current regulations on per diem policies and conference policies.
