According to Decision 509/QD-TTg dated June 13, 2024, the focus is placed on forming 08 dynamic tourism development areas, including two more areas in the northern mountainous provinces of Vietnam after 2030.

On June 13, 2024, the Prime Minister issued Decision 509/QD-TTg approving the Planning for the tourism system for the period of 2021–2030, with a vision to 2045. The tourism space organization plan of the Tourism System Planning for the period 2021–2030, with a vision to 2045, includes: 06 regions, 03 growth poles, 08 dynamic areas, 05 main tourism corridors, and 11 tourism centers; forming a system of National Tourist Areas and potential locations to develop into National Tourist Areas.
The construction and formation of 08 tourism development power areas aim to concentrate resources, maximize investment efficiency, and spread and promote the benefits and value of tourism. The development orientation of the 08 tourism development power areas is as follows:
- By 2030, the focus is on forming 06 power areas:
+ Hanoi - Hai Phong - Quang Ninh - Ninh Binh Tourism Development Power Area: Promoting the development of tourism in the Red River Delta region, and beyond, in the whole northern region, connecting and complementing each other in terms of cultural and historical tourism products with coastal tourism and world heritage.
+ Thanh Hoa - Nghe An - Ha Tinh Tourism Development Power Area: Providing support in terms of combining diverse tourism products related to ecology, world heritage, cultural and historical sites, and beliefs with coastal tourism, source tourism, and community-based tourism associated with ethnic minority groups in mountainous areas.
+ Quang Binh - Quang Tri - Thua Thien Hue - Da Nang - Quang Nam Tourism Development Power Area: Promoting the development of tourism in the North Central and Central Coast regions; connecting domestic world heritage sites with international ones, linking cultural tourism products with urban tourism and beach resorts.
+ Khanh Hoa - Lam Dong - Ninh Thuan - Binh Thuan Tourism Development Power Area: Promoting tourism development by enhancing the linkages between the North Central and Central Coast regions with the Central Highlands region; diversifying products based on the connection between mountain resort tourism and beach resort tourism, as well as the cultural space of the Central Highlands gong culture.
+ Ho Chi Minh City - Ba Ria - Vung Tau Tourism Development Power Area: Promoting the development of tourism in the entire Southeast region, connecting tourism development with the Southern economic corridor.
+ Can Tho - Kien Giang - Ca Mau Tourism Development Power Area: Promoting tourism development in the entire Mekong Delta region, connecting tourism development with the coastal economic corridor in the Southern economic corridor.
- In the period after 2030, the formation of 02 power areas:
+ Lao Cai - Ha Giang Tourism Development Power Area: Promoting tourism development in the entire North Central and Northern Mountainous regions, connecting with the tourist market in Yunnan Province, China, and linking tourism development along the economic corridor from Cao Minh to Hanoi and Hai Phong.
+ Hoa Binh - Son La - Dien Bien Tourism Development Power Area: Promoting tourism development for the Northwest subregion in the North Central and Northern Mountainous regions, linking tourism development along the East-West economic corridor following National Highway 6.
