Circular 18/2017/TT-BGDDT stipulating the conditions, content, and forms of examinations for promotion in professional titles for public employees teaching in public higher education institutions was issued on July 21, 2017. Foreign language examinations are exempt for public employees in one of the following cases:
1. Studied and conducted full-time research abroad and obtained a bachelor's, master's, or doctoral degree from a foreign educational institution that used one of the languages: English, Russian, French, German, or Chinese in their teaching; the degree has been recognized by the competent authority in accordance with current regulations.
2. Obtained a second bachelor's degree in a foreign language belonging to one of the languages: English, French, Russian, German, or Chinese.
3. Obtained a Level 3 foreign language certificate according to the 6-level Foreign Language Proficiency Framework for Vietnam (B1 according to the Common European Framework of Reference) or has an international English certificate TOEFL PBT 450 points, TOEFL CBT 133 points, TOEFL iBT 45 points, IELTS 4.5 points or higher for the promotion exam from lecturer (Grade III) to senior lecturer (Grade II); a Level 4 foreign language certificate according to the 6-level Foreign Language Proficiency Framework for Vietnam (B2 according to the Common European Framework of Reference) or has an international English certificate TOEFL PBT 500 points, TOEFL CBT 173 points, TOEFL iBT 61 points, IELTS 5.5 points or higher for the promotion exam from senior lecturer (Grade II) to principal lecturer (Grade I).
The foreign language certificates specified in this point shall still be valid within 02 years (24 months) up to the deadline for submission of the registration dossier for the exam.
For lecturers specialized in foreign languages, the exemption from foreign language testing above must be in a language different from the foreign language specialization they are teaching.
