Circular No. 129/2017/TT-BTC was issued by the Ministry of Finance on December 4, 2017, to specifically stipulate the rating scale for assessing the results of thrift practice of budget-estimating units with subordinate budget-estimating units.
Accordingly, Circular 129 stipulates that the assessment of results in practicing thrift and combating wastefulness in regular expenditures is determined based on three criteria with a maximum score of 100 points. To be specific, as follows:
- Results of saving on regular expenditure estimates (excluding the amount of funds saved to reform salaries): Maximum score of 30 points;- Results of practicing thrift and combating wastefulness in regular expenditures of subordinate agencies and units: Maximum score of 50 points;- Activities of propaganda, dissemination, inspection of practicing thrift, and combating wastefulness: Maximum score of 20 points.
Additionally, Circular 129 also stipulates that budget-estimating units with subordinate budget-estimating units are responsible for assessing the results of practicing thrift and combating wastefulness in regular expenditures of their respective agencies and units and sending the results to their directly superior managing agencies and units to consolidate and calculate the criterion score for “Results of practicing thrift and combating wastefulness in regular expenditures of directly subordinate budget-estimating units” of the superior managing agencies and units.
