On December 4, 2017, the Ministry of Finance issued Circular 129/2017/TT-BTC specifying detailed scoring criteria for evaluating the results of thrift practice and anti-wastefulness by the provincial People's Committees.
Accordingly, Circular 129 stipulates that the assessment of results in practicing thrift and combating wastefulness in regular expenditures is determined based on five criteria with a maximum score of 100 points. To be specific:
- Leadership and management in practicing thrift and combating wastefulness: Maximum score of 10 points;- Results of saving regular expenditure estimates (excluding funds saved for salary reform): Maximum score of 40 points;- Results of practicing thrift and combating wastefulness of direct subordinate budgetary units: Maximum score of 30 points;- Results of practicing thrift and combating wastefulness of county-level budgets: Maximum score of 10 points;- Inspection and audit activities in practicing thrift and combating wastefulness: Maximum score of 10 points.
Additionally, Circular 129 also stipulates the content, criteria, sub-criteria, and scoring scale for assessing the results of practicing thrift and combating wastefulness to be conducted by provincial-level People’s Committees in accordance with the provisions of this Circular.
